Here are few facts to keep in mind: • The Board may decrease the NOCC fee at any time without a vote if competition or economic conditions dictate. • This increase of the NOCC fee may go a long way to help mitigate any assessments in the future. • Having new owners pay for new amenities insures that the members who are using these amenities are actually paying for them. • This increase will include the value of the last Capital Improvement Assessment that was paid in 2015 for the renovations and expansion of the Canyon and Meadow clubhouses. • This increase will go a long way to cure the perception that Forest Highlands isn’t the place to be because of our unusually low NOCC fee. Purchasers have actually skipped looking at property here because of this false perception. So the Board is asking for your YES vote on this one time change. We have deliberated over this for some time and honestly don’t see a downside. As always, the Board will carefully weigh all factors in the future to determine if the NOCC fee is appropriate. Finally, I’d like to say farewell from my position on the Board. Forest Highlands is a fantastic community and with few exceptions… dedicated members who care for the common good. I’d like to thank the Board members, Patty and the Leadership team, and most of all the members for supporting what we’ve accomplished and making this a very rewarding experience.

Most Voice in the Pines letters this time of year start out talking about what a nice year it’s been, how much we’re going to miss Forest Highlands this winter, and what nice fall weather we’ve had recently. Well, this letter is no exception! It has been really nice to have a more normal year without masks, etc, and to be able to enjoy the amazing fall weather with cool nights, changing leaves, and great golf course conditions. BUT, please don’t forget about Forest Highlands this winter. The Club has activities planned all season, the Meadow is open for dinner on the weekends and there’s nothing better than a fire in the fireplace during a snowstorm. Especially when warmer weather is only two hours away!! However, before we all shift gears to the winter mode we still have business to address.This concerns the New Owner Capital Contribution (NOCC) fee buyers pay when they buy a Forest Highlands property. This fee goes a long way to help pay for new projects around the Club, and at present it is way too low compared to other high level clubs such as ours. Our CC&R’s limit the amount of an annual increase the Board may impose to the NOCC fee and currently ours is in the mid $50 thousand range. Initiation fees at Pine Canyon are $150,000, Flagstaff Ranch $80,000, and most high level Valley clubs are higher than we are. Our CC&R’s do allow for ONE TIME increases of more than the allowed annual increase only with a member vote. So the Board of Directors is asking you, the members, to approve a one time increase of the NOCC fee to $100,000. We will need 50% of members plus one to vote, and we are planning to start the vote November 15th. After this one time increase the existing annual fee increase, if needed, will revert to the normal calculation.

Michele Arena was elected to serve out the remainder of the vacant term of Don Stoneberger which is effective immediately and ends on December 31, 2023. Thank you to Bob Scott for filling this vacancy until the election.

Based on requests from a few FH Members, the Security Department will provide a couple of options to have mail picked up and delivered to your home. The primary objective is to prevent the USPS closing a mailbox due to it being full, resulting in the mail taken and held at the Post Office.

GRASS, WEEDS, & MONSOON SEASON As Monsoon Season comes to a close, the impact is now being seen; please cut tall grass and weeds. For purposes of maintaining a beautiful and safe community, please comply with the HOA rule (2.30 Maintenance of Lots and Homes) requiring Members to maintain lots/yards. All lot and home owners shall maintain their lots and homes in good repair. The accumulation on any lot of trash, debris, compost piles or tree and shrub clippings, shall be removed by the owner at the earliest possible time. Native grasses and tall weeds shall be mowed on a regular basis and maintained in a manner consistent with the natural environment of the surrounding forest and common area of Forest Highlands. As a reference point, grass and weeds on lots should not exceed knee height. If it is determined grass/weeds on a lot are a fire danger or unmaintained, the owner will be required to cut the vegetation, so it is safe and appears maintained.

CONCIERGE FEES All Concierge Service charges are payable through your membership account. Please do not pay cash to Concierge Staff.

Interested in Snow Removal but do not want to be on our Priority List? Call us to be on our Email List! Our email list will consist of the first 30 people that reserve a spot. We will email you when a storm is coming, and give you the chance to schedule an appointment that will be available after we have completed our Priority List. This list will not guarantee an appointment at the time requested. Cost: $75/hour with an hour minimum every time we clear your driveway. Example of Email List: 1. Recreation Department looks at size and duration of storm 2. Recreation Department sends an email with all of the above information, and our available appointments 3. Member responds saying that they would like Snow Removal at this time, or that they would NOT like Snow Removal at this time 4. Recreation Department books an appointment for Member based on availability after Priority list has been completed

Our priority list will consist of the first 40 people that reserve a spot. Members on the Priority List are given the earliest snow removal availability! You won’t have to worry about scheduling every time it snows, we take care of the scheduling for you! Cost: $1,400 for the whole winter (November 1-April 1). We will charge the first $700 in November and the second $700 in January. If a Member chooses to sign up for the Priority List, an agreement with more details will be emailed and must be signed before we reserve your spot on the list.

If you would like a path to your front door cleared for a Security House watch, it will be $35/hour with a one-hour minimum.

You will have the opportunity to schedule on a one-time basis, but we will not be accepting emergency calls. Snow Removal service will be by appointment only, and you will not be guaranteed a spot by the time requested. $85/hour with an hour minimum every time we clear your driveway.

We had beautiful weather for our Annual Tennis Oktoberfest on Saturday, October 8th. Thank you to all who came out to enjoy the last event of the season. We also appreciate you taking the time to fill out the year ending survey. With your input, we look forward to planning a wonderful time on the courts in 2023. Though we are now closed, if you are planning a trip to the courts, please contact the Recreation Department (928) 525-5272 should you like to have a court cleared off for play. Once the first heavy snow is forecast, the nets will be taken down and stored to prevent damage, which means the courts will no longer be available for use.

TRAFFIC ACCIDENT 10/6/2022 – Forest Highlands Drive/HWY 89A Intersection On Thursday (10/6/2022), at approximately 4:30 PM, there was an accident at the intersection of Forest Highlands Drive and Highway 89A. The accident involved a vehicle and a motorcycle, with the motorcyclist losing his life. The accident resulted in the Arizona Department of Public Safety (DPS) restricting entry and exit of Forest Highlands. While the DPS conducted their investigation from about 5:00 – 7:00 PM, the Security Department made entry/ exit to Forest Highlands available through the emergency exit gate on Paleo Place, which is near the Forest Highlands Public Works complex. Thank you to the patience of many impacted by the detour and the compliments received by the Security Department are greatly appreciated. The unfortunate situation happened at a busy time of day and the Security Team juggled both the detour and normal business activities. The efforts of those involved in rerouting traffic and cooperation of members/contractors/ employees/visitors, resulted in a less hectic time for all, especially since all happened at a busy time of the day.

Please help the Security Department update your electronic dwellingLIVE resident/guest profile. A few reasons records are inaccurate: • A new vehicle is purchased and someone moves a transponder from the sold vehicle to the purchased vehicle. It is important to update Security with the vehicle(s) change • Windshield replacement. It is important to let Security know the transponder was not taken off the replaced windshield because the transponder remains active and could be used for unauthorized access into Forest Highlands • Acquiring a vehicle and placing a new transponder on the vehicle; normally this means

a vehicle has been sold. It is important to update Security so the sold vehicle can be removed from your personal dwellingLIVE profile. This type of action prevents unauthorized access to Forest Highlands

SPEED LIMIT ENFORCMENT PLEASE MAINTAIN YOUR VEHICLE SPEED

RADAR SIGNS in the community. Many have noticed the signs sometimes display a speed, while other times they do not display. If they do not display your vehicle speed, that is a good thing it means you are driving the speed limit or below. As you approach the sign and it is flashing a speed, it means you are exceeding the speed limit on that road…. PLEASE slowdown is the purpose of the flashing speed. The signs serve two purposes in the community; they are “speed calmers” (they provide reminders

Speed limits within Forest Highlands are consistent with residential speed limit standards. In Forest Highlands the only road with a 35 MPH speed limit is Forest Highlands Drive, which spans from the Security Gatehouse to the mailroom. At the mailroom, the speed limit is reduced to 15 MPH because of the congestion and there is a golf cart path crossing. Recently there has been discussion in the community about radar cameras used to enforce speed limits, with mostly positive comments. In summary, data indicates the radar cameras are having a positive impact for community safety. Before review of statistics provided below, here is information provided by the National Highway Traffic Safety Administration (NHTSA) and pertains to vehicle stopping distances. Keep in mind the information is based on level ground, good weather, properly working vehicle equipment and attentive drivers.

As done in the August and September VIPs, this VIP edition provides recent collected data and is compared to what was presented in the two previous VIPs. The provided numbers were established between August 14 and September 10 and is consistent with the data presented in the two noted VIPs. The statistics are from Griffiths Spring by Canyon Hole No. 17 (Bailey’s Curve) an area where the Membership has voiced concern and radar signs have confirmed there have been numerous violations. The following numbers are based on recorded vehicle speeds in a 25 MPH speed limit zone and the speeds were at least 40 MPH.

While the information above is specifically from the noted Bailey’s Curve area, the following applies to all radar cameras throughout Forest Highlands:

Between 8/14 to 9/10 there were a total of 1817 recorded speed violations (35 MPH and higher). After managing the recorded violations (eliminating duplicates, unreadable license plates, eliminating warnings, etc.), there were 326 violations issued. Violations within 25 MPH speed zones, there were 240 (35-39 MPH) and 86 (40 MPH and higher).

MAINTAIN ALARM COMMUNICATOR

As seen in alarm rule compliance, alarm communication has grown significantly since October/2019 to the present. As the winter approaches, it is IMPORTANT to remember your alarm communicator must remain active (ESPECIALLY IMPORTANT TO KEEP AN ACTIVE PHONE LINE, IF THAT IS USED BY YOUR ALARM PANEL) so your alarm system can conduct 24-hour auto testing and communication with the Forest Highlands alarm monitoring center should there be a need during an emergency. The three primary means of alarm communication are: 1) cellular radio, 2) land phone lines, and 3) internet. If you have questions about this important requirement, please contact Asst. ROAD CONDITIONS & WEATHER FOR FLAGSTAFF

While Security monitors and provides road conditions for Forest Highlands, it is difficult to keep up on highways/interstates conditions leading to Flagstaff. If you are not aware of road and weather conditions, below are a few resources to help with road conditions and weather forecasts:

PREPARING YOUR HOME FOR THE WINTER • Turn water off in your home and drain the pipes. After draining the pipes close the faucets • Some Members turn water off at the street. While this is preferred by some, locating outside valves during the snow season results in challenges (including jeopardizing safety) for home owners and Forest Highlands employees. • Unplug recirculating pumps • Set thermostats at 55, it is good for appliances and prevents freezing of pipes if water remains in the pipes • Leave sink cabinet doors open • Turn hot water heaters to vacation or low (keep them lit) • Lock doors and window

ALARM RULE All Forest Highlands homes are to have alarms that communicate with Forest Highlands Security. Home alarms must be programmed to: • Detect fire/smoke • Do automatic daily (24-hour) testing with the Gatehouse

REQUIREMENT

The noted requirements are for the safety of the homes and Community. The importance of “Daily Testing” provides a means for the alarm monitoring center to be notified if a home alarm does not send an automatic daily test signal. When a home alarm does not send the automatic test, the Gatehouse staff is notified by way of a “DID NOT REPORT” message. Once the notification is received, Security staff will contact the respective Member(s) to report the non-communicating alarm and assist with having the alarm system communicate properly. The action needed can range from rebooting the alarm panel/alarm communicator to needing an alarm company service call.

UPDATE

Below details continued positive progress with alarm compliance starting in October/2019 to the present. As noted in previous updates, Federal Communications Commission (FCC) mandatory local phone dialing requiring 10-digits had a significant impact on alarm panels. The Membership continues to be responsive to having alarm panels reprogrammed to dial 10 digits. At the time this article was prepared, out of 276 homes impacted by the FCC mandate, only 16 Members had not arranged for their panel to be programmed to dial 10-digits. Thank you to all that took action. The Security Department will continue to work with the home owners needing to address the situation; the owners of the 16 homes that have non-compliant alarm panels have been contacted.
