Dear Forest Highlands Members,
An increase in the Regular Monthly Assessment for Operations of $35 has been approved bringing that portion to $920. This is a 4.0% increase over 2021 and reflects the 3.3% increase in the minimum wage effective 1-1-2022, continued cost increases related to inflationary factors such as fuel, and pandemic related supply chain issues expected to continue into 2022. In addition, an increase in the Reserve allocation of $25 has been approved bringing the total Reserve allocation to $125 for 2022. We will continue to break the Regular Assessment into two separate line items on the monthly member statements. The operations portion of the Regular Monthly Assessment will appear on the statement as “Regular Monthly Assessment – Operations” at $920 per month. The reserve portion will appear as “Regular Monthly Assessment –Reserves” at $125 per month. The total monthly Regular Assessment for 2022 is $1,045. The Prepaid Dues Program was approved with an additional option for using your tokens. Please see page 4 for full details and watch for the email coming out next week. We are close to the end of another amazing year at Forest Highlands. There were certainly some challenges throughout the season such as the Rafael Fire and renewed measures to deal with the resurgence of Covid. The monsoon season returned in full force and we gratefully embraced it – especially at the 4th of July Picnic. Anyone attending the July 4th Picnic has an incredible memory. Just as the event was getting started a downpour consumed the Canyon Clubhouse and our staff sprang into action to move the event inside. Things did not turn out as expected but it was a lot of fun and absolutely unforgettable. A perfect example of how great this place is because of the people with whom we share it. Your Board of Directors has spent much of its time this year evaluating how to best invest in our future at Forest Highlands. We have just wrapped up the community survey conducted by McMahon Group and expect to have the feedback consolidated after the first of the year. For those of you who took the time to respond, please accept our apology for the length of the survey. We had a lot of people provide input to the content of the survey: focus groups, committees, Leadership Team and the Board. We appreciate the tenacity it took to complete the survey. Thank you for your participation! On November 22, 2021, the Board reviewed and approved the operating budget for 2022 as proposed by the Leadership Team and recommended by the Finance Committee. This budget established the Regular Monthly Assessment (Dues) for the upcoming year. As provided in the Declaration of Covenants, Conditions and Restrictions for Forest Highlands, Section 6.3; the Regular Assessment is the amount required to cover the Common Expenses for maintaining and operating the community, as well as providing adequate reserves for the replacement of physical assets.

Based on the analysis and recommendations in the report, as well as much discussion at the meeting, the Board unanimously decided to pursue the option of locating a dedicated pickleball facility at the current Sales Office location. The biggest challenge to turn this option into reality is a change to the current Tract Declaration which will require a community vote for approval. We will have further details and a complete description of the process in the coming weeks. In addition to the newdedicated pickleball facility, the Board discussed several other projects that are current priorities: • Improvements to the existing tennis facility, primarily the pro shop. • Renovating the restrooms on the golf courses and throughout the community including an improved ramada and other enhancements to the covered bridge park. • Adding a new restroom near Meadow #13 tee • Rescheduling the previously postponed Canyon pool renovation including hot tub and zero depth entry • Reconstruction of the Canyon Maintenance building’s roof which has been a critical need for many years. • Re-evaluating the need for any further enhancements to Bailey’s Curve on Griffiths Spring Road • An update or enhancement to the Meadow Range which may include a hitting bay or an experience center • Most importantly, addressing the water and wastewater infrastructure recommendations presented by DBS&A Engineering at last month’s board meeting. The total cost of all of these projects is estimated to be over $12.5 million. The water & wastewater improvements alone comprise $6 million. Obviously, further analysis on timing, priority, and financing of each project is critical.
The Finance Committee and the Board will work closely in 2022 on the evaluation of these projects in determining their necessity, immediacy and appropriate phasing over the next several years. Funding methods will ensure that the Capital and Reserve accounts are maintained at healthy levels. As always, the focus is preserving and enhancing our facilities while maintaining home values for the continued longevity and viability of our community. Your Board and Leadership Team will keep members informed on the status of these projects as decisions are made over the course of the next year. The November 22 meeting was Teri Schwab’s last meeting as a member of the Board of Directors. We express our sincere thanks to Teri for her 3 years on the board and the many contributions she made during her tenure while serving on the Finance Committee as Treasurer, the Recreation & Racquet Committee and the Golf Committee. Her dedication and care for our community were evident and we appreciate her commitment to the betterment of our Club! The golf courses may be closed for the winter, but there is still plenty to enjoy at the Club. The Meadow and Family Recreation Center remain open on the weekends and the Flagstaff area is packed with activities throughout the Winter. We are eagerly awaiting the first real snowfall, but regardless of snow or not, be sure to make plans now for our winter holiday activities including the Dickens Dinner and New Year’s Eve festivities. On behalf of the entire Board of Directors and Leadership Team, we wish you and your families a very Happy Holiday season and hope we all share in much success, health, and happiness in 2022.

PREPAID DUES PROGRAM FOR 2022! The Board of Directors has approved the continuation of the Prepaid Regular Assessment program for 2021. The prepayment program offers the convenience of paying your monthly assessment for the entire year in advance. This program has provided needed cash flow for the Association, and has been helpful for members in avoiding late fees and the convenience of writing one annual check. Additionally, the Board of Directors approved the continuation of the Guest Token Incentive Program with a NEW Feature to encourage members to prepay their dues.
What is the Guest Token Incentive Program? Members who prepay their annual assessment receive four Guest Token credits posted to your Credit Book, which can be redeemed for EITHER four (4) complimentary guest rounds of golf, OR four (4) complimentary House Guest Cards good for up to two weeks each. This is a value of up to $800.00! (please see rules for details). Simply notify the Golf Staff at the time you want to use one of your Guest Token credits for a Guest Round OR notify the Admin Staff at the time you want to use one of your Guest Token credits for a Guest Card. How to participate To qualify for the program, your payment of $12,540 ($1,045 * 12 mos.) must be received by the Administration Office no later than January 25, 2022. Your four (4) guest token credits will be available for your use on your Member Account immediately upon receipt of your payment. To take advantage of this program, there are three options for prepayment.

Use of Guest Token Credits are subject to the following Rules
1. Members who still have physical tokens must now bring the token to the Administrative Office to be converted into Guest Token credits. Physical tokens will NOT be accepted in the Golf Shops.
2. Physical Tokens are not replaceable if they are lost.
3. Members must inform the Golf staff at the time of purchase to redeem a Guest Token credit for an Accompanied Guest Round. 4. Credits may only be used for one round of accompanied guest play regardless of whether it is used at the family rate or the full guest rate. Cart Fees are included. 5. The program allows Guest Token credit use for Golf throughout the entire season, with the exception of holiday weekends. 6. Members must contact the Admin Office at the time they wish to use a Guest Token for the creation of a Guest Card. Credits may only be used for one Guest Card regardless of whether it is used for an Immediate Family or House Guest. 48 hours notice required to generate guest cards.
7. A Guest Token may be redeemed for one person's Guest Card for a single date range.
8. Guest Token credits are transferrable to another member upon written request.
9. All other guest rules apply when using token credits. Please see the Association Rules on the www.fhgc.com website for complete guest rules.

Winter GOLF PRACTICES: • Walking is permitted with pull carts (golf carts unavailable) • Members may bring one guest only. • Par three tees are not to be used (to aid in divot repair) • Maintenance operations have the right of way • There are no trash receptacles, water fountains, or open bathrooms on the course • Please keep off frosted or frozen areas, especially greens and tees • Practice facilities are closed • Please be cautious as many greens will be roped off with barbed wire to discourage elk

KEEPING YOUR HOME SAFE IN WINTER Turn water off in your home and drain the pipes. After draining the pipes close the faucets. Some Members turn water off at the street. While this is preferred by some, locating outside valves during the snow season results in challenges (including jeopardizing safety) for home owners and Forest Highlands employees.

ROAD CONDITIONS & WEATHER FOR FLAGSTAFF While Security monitors and provides road conditions for Forest Highlands, it is difficult to keep up on highways/interstates conditions leading to Flagstaff. If you are not aware of road and weather conditions, below are a few resources to help with road conditions and weather forecasts:

MECHANICAL EQUIPMENT SCREENING/DEVELOPMENT STANDARDs
To assist the Design Review Committee with enforcement of HVAC screen wall requirements, the Security Department is currently looking at the entire Forest Highlands community. In early 2022, notices will be sent to the Members needing to address unscreened HVAC equipment. Anyone with an unscreened HVAC unit should consider making arrangements soon as it is anticipated the notifications could be overwhelming to the contractors that build screen walls. In the upcoming notices, there will be a list of contractors that work on screen walls. Below are portions of the applicable standards, to read the entire standards, click here >>> 3.9 MECHANICAL AND UTILITY METER EQUIPMENT Exterior mechanical equipment shall be ground mounted adjacent to the residence and hidden from view from the street, neighboring properties, common areas and the golf course by walls of sufficient height (a three sided wall is typically required). The equipment and enclosure shall be contained within the Building Envelope, clear of required setbacks. Screening shall conform to Section 3.7. Equipment shall be placed with consideration to the adjacent lot, to minimize noise intrusion and view from the outdoor living spaces. 3.7WALLS AND FENCING Site walls or fences shall appear as a visual extension of the residence, using similar materials and finishes. Site walls or fences will not be permitted to arbitrarily delineate the Building Envelope. Privacy or screen walls, and pet runs shall not exceed six feet in height, measured from existing grade, and they shall not encroach into a required setback. Fencing material shall match the exterior finishes of the home. DEVELOPMENT STANDARDS

ALARM RULE
IMPORTANT REMINDER!!
All Forest Highlands homes are to have alarms that communicate with Forest Highlands Security. Home alarms must be programmed to: • Detect fire/smoke • Do auto daily (24-hour) testing with the Gatehouse The noted requirements are for the safety of the homes and Community. The importance of “Daily Testing” provides a means for the alarm monitoring center to be notified if a home alarm does not send an automatic daily test signal. When a home alarm does not send the automatic test, the Gatehouse staff is notified by way of a “DID NOT REPORT” message. Once the notification is received, Security staff will contact the respective Member(s) to report the non-communicating alarm and assist with having the alarm system communicate properly. The action needed can range from rebooting the alarm panel/alarm communicator to needing an alarm company service call. Now that the golf season has ended and many members have transitioned to their winter homes, please remember that it is IMPORTANT tomaintain telephone or internet services if either of those communication options are used for a home alarm. Failure to keep an alarm communicating with the alarm monitoring center could result in a fine imposed by the Forest Highlands HOA. In the past, some of the Membership utilized “VACATION” mode, a feature phone and internet providers offer when a home is not occupied. Such service does not allow your alarm to communicate should there be a reason and could lead to a serious problem for your home and the community.
