As we begin to focus our attention on winding down the golfing season here in the High Country and gearing up for the short winter days ahead, it is important to appreciate the beauty of the change in the seasons this month. It seems that Mother Nature is taking a deep breath in October as the rush of summer activities now slows but the days are still warm enough to spend time outdoors just a little longer! A month ago we were eagerly anticipating the Labor Day holiday and by all accounts it was a tremendous success with the BBQ on Sunday setting another new attendance record with 1,031 attendees (including 260 kids) and perfect weather. Rainy weather returned for a few days and then cooperated by providing 3 spectacular days just in time for the Men’s Highlander Member-Guest. Congratulations to Overall Champions Tim Lanier & Jeff Goettsche! A well-deserved thank you to the hardworking staff in the Golf, Greens, and F&B departments for creating such a memorable event as feedback was overwhelmingly positive from the participants. We are nearing the conclusion of the annual Board of Directors election. Although we have 4 candidates for the 4 open positions, our Bylaws require a majority of members to vote (50% + 1) for a valid election. As of this writing, we are still a few votes short of reaching the minimum 434 votes necessary. If we do not receive enough votes by the October 15 deadline, we will have to start the voting over again so it is very important that all eligible members cast a ballot! Bob Scott deserves a tremendous thank you and appreciation for his willingness to step in and assist in filling one of the 2 vacant Board positions this year and for his leadership in chairing the Golf Committee. As per the Bylaws, Bob will be replaced by the candidate that receives the 4th number of votes on October 15 and that person will complete the final year of the vacant position. Thank You Bob! Krystan Lauher, who has been in charge of the communications & marketing functions for the Club for the past 11 years decided to leave Forest Highlands to pursue other adventures. She was a valued team member and contributed significantly in enhancing the quality and professionalism of our communications during her tenure. We wish her much happiness and success in her future pursuits!

Julie Sterner has been hired as the new Communications & Marketing Director and began with us on September 22. Julie was selected from a pool of highly qualified candidates and has been working most recently at NAU as their graphic design and marketing specialist since 2019. She has extensive experience in marketing, graphic design and event promotions and worked for a large resort and casino in California for 10 years prior to moving to Northern Arizona. She lives in Williams and has family in the Flagstaff area. Welcome Julie! As mentioned by Mike Cahill last month, we will begin a number of important capital projects immediately following the end of the golf season. Please be aware that due to construction activity in the following locations access may be restricted: Canyon Covered Bridge Park restroom pavilion; Meadow Clubhouse snack bar patio; Tennis Shop and restroom; Sales Office parking lot and facility. We will continue to keep you updated as construction proceeds throughout the winter months with estimated timelines for completion in late Spring. The leadership team is in the final stages of preparing the operating and capital budgets for 2023. First drafts are due by Monday, October 3. Kim Rushing, CFO & I will meet with each director individually to review their budget drafts over a 3 day period with revised drafts submitted to the Finance Committee for review at their meeting on Friday, November 4. Once the Finance Committee reviews and recommends the final budget, it will be forwarded to the Board for review with final approval at the November 21 Board meeting. As we continue to experience cost increases in several key areas of the operation we are continually looking for ways to mitigate having to pass these increases on to the membership. However it is important that all members understand the reality of our situation for 2023. The City of Flagstaff announced that the minimum wage will increase by 8.4% effective 1-1-2023 to $16.80 hour. Our primary labor pool comes directly from the Flagstaff labor market and as we must compete with Flagstaff businesses to attract and retain both our seasonal and year round staff, this increase in the minimum wage will result in a significant increase in the overall salary and hourly wages for 2023. As communicated each year in the Treasurer Reports at the Annual Member meetings and the Town Hall meetings, total personnel costs (wages, taxes &

benefits) constitute nearly 70% of the total expenses of the Club. In just the past 7 years (2017-2023) the minimum wage has more than doubled from $8.05 to $16.80 and although we have been able to offset roughly 35% of that overall expense increase through revenues generated from increased usage of the club during that time, it is not possible to offset the upcoming wage increase and the continued inflationary increases without a similar increase in the monthly dues. A recent club benchmarking research report states that 75% of the 681 clubs that participated in the survey will be increasing their dues by 8% or more in 2023 so we are certainly not alone as clubs across the country are facing similar wage and inflationary pressures. Our goal will be to continue to provide those services, activities and amenities that enhance the value of your membership at Forest Highlands. As mentioned at the beginning of this article October is still a wonderful time to experience all that your Paradise in the Pines has to offer. We have a number of fun events planned for you throughout the month including the Oktoberfest, Fall Festival, Halloween Scavenger Hunt, Halloween Party and Booffet and it’s not too early to begin making reservations for your Thanksgiving Dinner To Go! I will be away from the Club on the South Africa member trip from Monday, October 17 - Saturday, October29. I have thorough confidence in Kurt Martin our Assistant General Manager to handle the operation during this time.

THE MEADOW AND ITS HISTORY A look back at the origins of the property and golf course

It was the mid- 1990’s and Forest Highlands was at a crossroads. The community had been so successful in its first decade, it led to growing pains. Fortunately, the membership had selected many forward-looking individuals to the Board of Directors, who volunteered their time to make Forest Highlands a special place.

“Dwayne Miller, a Valley Bank board member and member of Forest Highlands was very familiar with real estate matters in Northern Arizona as he was a substantial property owner,” shared Huck. “He suggested we approach the State of Arizona to see if the land could be appraised and put up for auction.”

Two of those board members were Len Huck and Jim Simmons.

Len Huck,the first chairman of the Forest HighlandsAdvisory Board and also the first president of the Forest Highlands Homeowner’s Association, shared what prompted the need to expand. “A realistic concern surfaced in the 90’s with the saturation of play on the Canyon Golf Course as more and more houses were built,” explained Huck, 99, the retired President of Valley National Bank and one of the early Forest Highlands members. “The possible answer lay in the adjacent property which was a part of the state’s ‘Arizona Land Trust.’ If we could acquire the additional land and build a second golf course it might solve the crowded conditions.” Jim Simmons, who died in 2013 at the age of 85, was former Chairman and CEO of both United Bank of Arizona and Valley National Bank. Simmons had agreed with his good friend Len Huck and the rest of the Board…an expansion of the community was needed. Simmons would also play a big role in the purchase of the parcel by locating a “White Knight,” to help secure the acquisition.

“The State approved the idea and the Board of Directors commissioned an appraisal. It resulted in a valuation of $3.75 million. It was decided the only way to raise that kind of money was to have an assessment and the members would need to vote and approve of that assessment,” recalled Huck. “If we were to be effective bidders at an auction, we felt we better have more than the appraised value. So the Board proposed a $7,000 per lot assessment, which would raise $4.75 million.” Not knowing whether the membership would approve of the assessment on each property owner in the Canyon, Jim Simmons decided the HOA may need a back-up plan and he initiated the contact in late 1995.

APPRAISAL & ASSESSMENT

The parcel in question bordered both State Highway 89A and the Canyon property. It was a sizeable property of over 486 acres of rolling terrain and ponderosa pine. It was large enough for another 18-hole championship golf course, club house and home sites.

One of the first steps was to get a valuation of the parcel.

A TAP ON THE SHOULDER

Huck learned it was Monaghan’s plan to purchase the land and develop home sites, then attempt to strike a deal with Forest Highlands for tee times at the Canyon Golf Course. Huck knew that was unlikely since the very objective of purchasing the property was to mitigate the saturation of play on the Canyon.

An executive with DMB Development and resident of Forest Highlands, Jim Hoselton, shares the back story.

“It was a Christmas Eve Service at St. Barnabas on the Desert in Scottsdale. I remember it very well. I received a tap on the shoulder from someone sitting behind me in the pew,” Hoselton recalled. “It was Jim Simmons and he whispered, ‘We need DMB’s and your help with Forest Highlands.’” The discussion and negotiation would involve having DMB as a partner if the HOA financing was not in place and also if the auction price exceeded the Board of Director’s bidding authority. In effect, DMB would step in at the appropriate time, if needed, as the “White Knight.”

Jim Hoselton explained what took place next.

“Monaghan was the only one bidding against us. He was also a member of Forest Highlands. The bidding went back and forth and the final bid by DMB was $6.2 million. I had a blank check with me and after we won the bid, I had to write it out and sign it,” shared Hoselton. “I promise you… my hands were shaking as I wrote it out. So DMB acquired the land and at the time we didn’t have a formal written agreement with the Forest Highlands’ Homeowner’s Association.” Huck and Simmons were pleased with the result and the negotiations began with DMB. Huck recalled the agreement in principle.

MEMBERSHIP MEETINGS

According to the April 1996 ‘Voice in the Pines’ newsletter, (thank you Patty Ashbrook) the Board initiated Open Forums and Special Meetings of the Members in the spring of ’96. The meetings would gauge the member’s interest and determine the fate of the expansion. After multiple sessions, a vote was taken and the residents approved.

The auction was set for May 15, 1996 at 9:30 a.m. at the Coconino County Courthouse.

As the date of the auction approached, there was concern the cushion between the valuation and money raised from the members might not be enough. The Board of Directors learned of at least one other interested bidder and it was unknown who else would appear at the auction.

THE COUNTY COURTHOUSE

“The auction was literally on the Courthouse steps of Coconino County,” Hoselton shared. “I believe it was the only auction in the history of the County that took place on the steps.” Len Huck was also on the steps representing the Forest Highlands HOA that bright, sunny morning. The only other person besides the clerk-in-charge was James Monaghan, a Paradise Valley resident, developer and land speculator.

“Shortly thereafter, DMB sold the land to the HOA for our authorized $4.75 million. There was an understanding that Forest Highlands would become partners in developing the property with some 180 new residential lots and a second 18-hole golf course,” Huck explained. “DMB furnished the capital to build the Meadow Golf Course, pay for the residential costs, including roads, watering system and new gate house for both a management and capital acquisition fee. Then our Association would share in the proceeds of the lot sales which were priced at a level to get DMB their investment back. It also provided the Forest Highlands Homeowner’s Association with a net profit of over $5 million, which was added to the reserve fund.”

On the second submission, the revised list was somehow accepted and an approval received for all 18 names, including the “living pioneers,” Simmons and Huck.

MEADOW GOLF COURSE

Tom Weiskopf was selected as the sole architect for the Meadow Course. Jay Morrish, who partnered with Weiskopf in the design of the Canyon Course, split from Weiskopf in the late 1980’s to form his own firm. Weiskopf, who died on August 20, 2022 in Montana, provided a vivid description of the undeveloped parcel that would become the Meadow Course. His words are captured wonderfully on the Forest Highlands’ website: “This is a remarkable piece of property. It has magnificent views and a very unique terrain, which gave us a chance to design a traditional golf course that is easily walkable. There are 10 holes that surround and traverse a large meadow that includes wildflower areas and scenic wetlands. With no homes in this core, it creates a park-like setting reminiscent of great golf courses built around the turn of the century.” It is hard to imagine Forest Highlands without the Meadow Golf Course, its home sites, amenities and residents. The Meadow is a testament to those early Forest Highlands Members who, more than 25 years ago, had the foresight and determination to make this a larger and better community for all of its residents. William Godfrey is an author, golf historian and biographer. He and his wife, Wendy Huck Godfrey, became Forest Highlands Members in May 2021.

STREET NAMES

When it was time to submit the plans for the infrastructure and development of the roads, it required street names. By this time, both Huck and Simmons had termed out and were no longer on the Board of Directors. It was determined the streets be named after pioneers of Northern Arizona, in the same manner of the Canyon. The Board came up with 16 names. However, there were a total of 18 streets so two additional names were required. The decision was to honor Len Huck and Jim Simmons for their leadership and contributions during the expansion. Cobe Frobes, Forest Highlands’ first historian and resident from 1989 to 2013, explained the street-naming process. “I was told the 18 street names were presented to the city, with Len Huck and Jim Simmons at the end of the list, but initially the names were rejected. They said they didn’t fit the paradigm,” Frobes shared.“The decision was then made to mix the names and re-submit them alphabetically.”

GRASS AND WEEDS & MONSOON SEASON As Monsoon Season comes to a close, the impact is now being seen; please cut tall grass and weeds. For purposes of maintaining a beautiful and safe community, please comply with the HOA rule (2.30 Maintenance of Lots and Homes) requiring Members to maintain lots/yards. All lot and home owners shall maintain their lots and homes in good repair. The accumulation on any lot of trash, debris, compost piles or tree and shrub clippings, shall be removed by the owner at the earliest possible time. Native grasses and tall weeds shall be mowed on a regular basis and maintained in a manner consistent with the natural environment of the surrounding forest and common area of Forest Highlands. As a reference point, grass and weeds on lots should not exceed knee height. If it is determined grass/weeds on a lot are a fire danger or unmaintained, the owner will be required to cut the vegetation, so it is safe and appears maintained.

This is the time of year for changeover in composition of the Foundation Board. I would like to thank Jean Brown and John Rivers, who are leaving the Board, for their many years of service. I’m happy to say that Jean will stay on the Grant Committee and will be our informal liaison with Killip School, and that John will remain as Emeritus Board Chair. The new Executive Committee will consist of Marcus Sipolt as Chair, Kathy Haake as Vice Chair, Renee Haas Westman as Secretary, Teri Schwab as Treasurer, and I will be Past Chair. Thanks to all the past and present Board members who have donated their time and energy to the Foundation.

Although the season is winding down, the Foundation has remained active with some new initiatives. Our first art auction at the Labor Day picnic surprised even us with its success, as we made more than $5,000 to donate to worthy nonprofits in Flagstaff. We would like to thank Greg Brown for his spectacular photography, Darla Sipolt for her versatility in landscape, abstract and still life photography, Jeanette Miller for her exquisite watercolors, and Eddie Matney, who showed as much creativity with his “knot art” as he does with his cuisine. Also, we would like to thank Ed and Emily Lesser for donating a painting by the late Ray Bouchard. Of course, all the purchasers of these works also deserve our gratitude. For many years we have been collecting duplicate books at the Forest Highlands Library, taking them to Bookmans, and donating the credit slips to the Flagstaff Family Food Center for their after school reading and dinner program for children who otherwise may not have even been able to have dinner. Thanks to Mark Loprino for suggesting that Forest Highlands members may have children’s books that they are clearing out after the season. If so, please drop them off at the Forest Highlands library (lower level Canyon Clubhouse). We’ll pick them up and take them to the Food Center ourselves. You will be decluttering and helping people who need help at the same time.

TICKET DISPUTES

If you are emailed an erroneous ticket receipt from Food & Beverage, the easiest way to rectify it quickly is to simply reply to the email. The ticket will then go to the manager in that area. The manager will then be able to make the correction within the same day.

SAVE THE DATE

You can always reply to the emailed ticket at a later date and the manager will still be able to look the ticket up but we may have to adjust your account depending upon the time frame of the receipt. If you do not notice the erroneous charge till you receive your monthly statement, you can contact the administration office and they will create a ticket dispute that we will then investigate.

Cap Patrol has become a tool used across the industry to aid Handicap Committees in managing this often-challenging responsibility. Cap Patrol also has been able to harness all the data to create a fun and interesting FREE APP for all members. The app is customized for Forest Highlands Golf Club. You can download the Cap Patrol App by searching for “Cap Patrol” at the App store on your device. You will need your GHIN number and a valid email address to log in. I would encourage you to download the app, as many members have commented on the value they have experienced with the features and benefits contained in the app. As a valued member we are constantly looking to ways to enrich your experience with Forest Highlands Golf Club and our partnership with Cap Patrol is very helpful toward that end.

Interested in Snow Removal but do not want to be on our Priority List? Call us to be on our Email List! Our email list will consist of the first 30 people that reserve a spot. We will email you when a storm is coming, and give you the chance to schedule an appointment that will be available after we have completed our Priority List. This list will not guarantee an appointment at the time requested. Cost: $75/hour with an hour minimum every time we clear your driveway. Example of Email List: 1. Recreation Department looks at size and duration of storm 2. Recreation Department sends an email with all of the above information, and our available appointments 3. Member responds saying that they would like Snow Removal at this time, or that they would NOT like Snow Removal at this time 4. Recreation Department books an appointment for Member based on availability after Priority list has been completed

Our priority list will consist of the first 40 people that reserve a spot. Members on the Priority List are given the earliest snow removal availability! You won’t have to worry about scheduling every time it snows, we take care of the scheduling for you! Cost: $1,400 for the whole winter (November 1-April 1). We will charge the first $700 in November and the second $700 in January. If a Member chooses to sign up for the Priority List, an agreement with more details will be emailed and must be signed before we reserve your spot on the list.

Trekking up Oak Creek’s West Fork offers one of the best hiking experiences in Sedona, an area already known as a hiker’s paradise. Semi-shaded by trees and towering canyon walls, you can expect to see some pretty fall colors on this 6.5-mile, moderately challenging out and back trail. It takes an average of 2.5 hours to complete. Note there are a few stream crossings, so please wear water resistant, sturdy footwear! We recommend signing up for the shuttle option as parking is limited at the trailhead, and there is a fee for the Red Rock pass. Meet in front of the Meadow Family Recreation Center at 8:15am. The shuttle will depart at 8:30am. If you are driving your own vehicle, you may follow the shuttle to the trail.

As we go into our last month of programming, I wanted to take the opportunity to thank ALL of you for the patience and understanding that went into us sharing the tennis facility with pickleball for the past several years. You were ALL gracious as we made room to support pickleball, and you were kind and supportive of the role the team and I had to play in managing both sports at one facility. Though we will have to start 2023 sharing the courts again, the latter part of the season will see us return to a tennis facility. Your reward will be the new expansion to our Pro Shop which will provide you, your family and guests with space to unwind after a game, host a tennis party and more! We had a wonderful Labor Day Weekend with beautiful weather and lots and lots of tennis. Thank you to everyone who participated. We have also had several ladies teams join us on the weekends where we enjoy clinics, round robin play and the after party. Thank you all for supporting our programming and staff this season and here’s to having a fabulous last month in the Pines. Please look out for our year end Survey where you will have the chance to share your thoughts from the 2022 season and certainly make suggestions for 2023.

What a wonderful summer we have had on the courts with the added excitement of the new facility to come in 2023! Our participation increased by 24% with the largest growth in private pickleball court bookings by families and friends. Labor Day weekend was a hit as we filled the courts for open play and the Labor Day Social on Sunday, September 4th. We finished our first ever Interclub Pickleball League against Continental and Flagstaff Ranch on Sunday, September 18th hosting the final gathering at our courts. Thank you to all those that volunteered their time to help with court preparations as we turned a tennis facility into a pickleball facility for these league days. We will be moving our OPEN PLAY times later to accommodate the early morning chill. Please be sure to watch out for the season ending survey where you will get a chance to share with us your thoughts and ideas.
