IS IT AN E-BIKE OR ELECTRIC MOTORCYCLE?
You might be surprised to learn that the electric bicycle you own is actually considered a motorcycle when it comes to Arizona law. E-bikes are largely not regulated, but motorcycles are. They have to be registered at the DMV, the driver must be 16 years old and have an M-class license and the owner must carry insurance. Here in Forest Highlands motorcycles (whether gas or electric) are only permitted to and from your home to the front gate.
The key difference is speed. By Arizona law any electric bicycle that goes faster than 28 mph is considered a motorcycle.
So, what exactly is the difference between an electric bicycle and an electric motorcycles when it comes to Arizona law? Other than all sorts of classifications regarding engine size, battery, pedals, throttle, etc. the key difference is speed. Most electric bicycles have maximum speeds of 20 - 22 mph. But it is possible to make them go faster by disabling the governor. That simple change can turn an e-bike into a motorcycle, making it subject to motorcycle laws. Manufacturers of e-bikes don’t always clarify this important distinction. For example, Sur-Ron says they are an electric bicycle company, yet their slowest model, the Light Bee X has a maximum published speed of 30 mph. In Arizona and here in Forest Highlands, that makes it a motorcycle.

Effected members who have not completed cleanups after the 2nd inspection will be notified via email and need to have work completed on/before September 16th, 2024. If work is not completed after this date, bids will be acquired to have the work done and the amount will be assessed on monthly member statements in accordance with the Firewise Rule adopted on May 23rd, 2005, by the Board of Directors.
