Welcome to early Fall at Forest Highlands. Although weekends remain busy, the start of the monsoon season and the start of the school year have brought a slight slowdown in operations during the week. This time of year, also brings changes to staffing in most areas of operations as many of our college students return to school. Member response to the new pickleball has been overwhelmingly positive. In addition to lessons, clinics and social functions, almost 1,500 players registered for court play during July. At its August 28th meeting, the Board approved permitting the Highlands Fire District firefighters to play pickleball on Mondays and Wednesdays from 3-5 PM. The leadership team has begun the process of preparing their operating and capital budgets for 2024. The consolidated 1st draft budget will be submitted to the Finance Committee for review in early November. The final Finance Committee recommended budget will be submitted for Board approval on November 20th and the monthly dues rate for 2024 will be announced to the membership in the December 1 issue of the Voice newsletter. As previously announced our General Manager Patty Ashbrook has submitted her notice of intent to retire effective December 31, 2023. The Board has engaged Koppin, Kuebler & Wallace a highly respected search firm in the hospitality industry to conduct the search for a new GM / COO. Initially, KK&W will identify and vet a group of 6-8 candidates for review by the Board, narrowing down the list for initial candidate interviews in mid-October. Final candidate interviews are expected to take place at the end of October.

During the August 18 Member Roundtable, there were a number of questions related to the 2021 FHGC member survey. Survey results were posted on the member website in 2022 thru early 2023. Additionally, each section of the full survey was highlighted monthly in the VIP. The survey results again are available on the website Member Central main page. Additional roundtable meetings are anticipated to be held over the next 18-24 months to obtain a wide variety of member feedback about the Canyon Clubhouse and future improvements. Eleven candidates have qualified to be on the ballot for election to the Forest Highlands Association Board of Directors for terms beginning January 1, 2024. All members of record as of September 1, 2023 will be eligible to vote in the election. Electronic voting instructions will be sent out by email on or before September 6, 2023 and voting will begin at 9:00 AM. Paper ballots will be available upon request thru the administrative office. Electronic voting will end and paper ballots must be received by Noon on Sunday, October 15, 2023. The Forest Highlands member Town Hall is scheduled for September 2, 2023 at 3:00 PM in the Canyon Clubhouse Clubroom. Candidates for election to the Board of Directors have been invited to address the meeting. Our General Manager Patty Ashbrook has submitted her notice of intent to retire effective December 31, 2023. The Board has engaged Koppin, Kuebler & Wallace a highly respected search firm in the hospitality industry to conduct the search for a new GM / COO.

Please be aware of two capital projects that will begin in early October. The Bartlett Covered Bridge Park located adjacent to Canyon hole #14 will be closed effective October 1 as construction of the new restroom & pavilion will begin October 2. Construction of the new, expanded Tennis Pavilion will begin October 9 so please be aware of construction vehicles and noise in that area. Courts 2, 3 & 4 are expected to remain accessible for play during October, but caution is encouraged. Traditionally, September & October are great months weatherwise to be at Forest Highlands so please come and enjoy our final two months of the summer season. There will be (3) three-year terms commencing on January 1, 2024 and ending on December 31, 2026 and (1) vacant term commencing October 15, 2022 and ending December 31, 2024. Our Bylaws provide that the three candidates who receive the highest number of votes by plurality shall be elected to serve as directors for three-year terms. The candidate receiving the 4th most votes will be offered the opportunity to complete the vacant term on the Board.

The Security Department offers a couple of options to have mail picked up and delivered to your home. The primary objective is to prevent the USPS closing a mailbox due to it being full, resulting in the mail taken and held at the Post Office.

The new ordinance requirements do not change or impact any of the current Rules or CCRs for Forest Highlands but does provide the Association with additional enforcement measures.

We all love our parks and spending time at the ponds. We all practice the catch and release method. Everyone gets to enjoy the parks and ponds whether fishing, reading, walking dogs, or just enjoying the general splendor. Unfortunately discarded and left behind fishhooks and line have persisted as an issue at the parks and ponds around property. There have been several instances of dogs ingesting discarded hooks and/ or fishing line. This can have serious consequences for the dog and attending human! Please be considerate of friends and neighbors by ensuring to take everything you bring when enjoying the fishing ponds.

DEVELOPMENT STANDARDS

Objects other than yard art that has been approved by the DRC and outdoor furniture, such as children's toys, ping pong tables and the like, shall be stored out of sight of the street, golf courses and neighboring properties when not in use. Outdoor furniture should be kept to a minimum, shall be placed within the building envelope, and shall complement the color of the house and not stand out unreasonably from the natural environment. PLEASE NOTE

All artificial flowers are Not Permitted in the landscape. They are also not permitted in containers on decks, patios, front porches, balconies, or window boxes that can be seen from the golf course or the street.

As per Arizona law (A.R.S. 33-1803) any report of a violation made to the Association will NOT remain anonymous. The person reporting an alleged violation must state their first and last name and this information is required to be sent to the party who is accused of the violation upon written request.

FOUNDATION

Forest Highlands Foundation

We are occasionally asked about direct volunteer opportunities for Forest Highlands members in the local community. There is a list of these on our page on the FHF website. I would particularly like to point out opportunities at Flagstaff Family Food Center (FFFC) and Flagstaff Literacy Center. At the Literacy Center you would participate in teaching English to small groups or one on one to nonnative speakers. There are also drop-in sessions for those with specific problems. We have supported the Literacy Center for many years, and they do much good in getting people integrated into our community. Speaking of the website, our page has a new look, including brief bio sketches of our board members and of course, easy ways to donate to the Foundation. You also can donate to the Foundation without even knowing it. If in packing up for the end of the season you have any books that you would like to discard, please leave them at the FH library on the lower level of the Canyon clubhouse. We’ll take children’s books directly to FFFC for their after-school program and we’ll take the others to Bookman’s for credit slips. We’ll then take the credits to FFFC, and they can be used to purchase more books and supplies for the program. As the Foundation continues to grow, we anticipate some exciting changes to accommodate this growth in the future. We’re also planning a gala 25th anniversary celebration next year, so please be on the lookout. As always, thank you for your continued support as we help to make Forest Highlands and Flagstaff stronger communities.

As the Forest Highlands season winds down, the Foundation remains busy contributing to local human services nonprofits via the Arizona Community Foundation (ACF), recruiting new board members, and making plans for next year. In the recent “horse trading” event organized by the Community Foundation; we contributed $282,000 out of total of $1,359,000 donated by all the foundations involved. As almost always is the case, we were the largest contributor of all the donors.We’ll have a summary of all our contributions and a list of our donors in our annual report. As a rule, only about 60%-70% of our total contributions come through the ACF process, so more grants may be individually funded through the rest of the year. Our thanks to Kathy Haake, our grant committee chair, for helping make this all possible. This month I would again like to feature Flagstaff Shelter Services (FSS). Recently the Foundation contributed $50,000 seed money for FSS to purchase a Motel 6 on the east side and convert it into semi-permanent housing. After we made the contribution, state and federal agencies and other donors provided the rest of the $6,000,000 necessary to restore the property and bring it up to code. When completed by the end of the summer, the individual dwelling spaces will resemble those in other converted properties of FSS (see photo).

THE INFILTRATION SAGA CONTINUES

Earlier this year I sent an email regarding infiltration from snowmelt entering the sewer collection system and causing issues at the wastewater treatment plant. Our initial focus was to locate any sump pumps that may have been inadvertently connected to the home sewer plumbing. Sump pumps, not to be confused with grinder pumps, are used to remove nuisance water from home foundations. Well, that investigation highlighted another issue. We noticed snowmelt flowing through a vent located on the side of a grinder pump barrel. This water is ultimately pumped to the wastewater facility and adds up quickly. Over time, the ground level around the barrels may have been altered by landscaping or natural build-up allowing surface water to easily enter through the vents or seep under the lid. It all depends on the pump and barrel combination you have as there are 3 types in Forest Highlands. Your landscaper or handyman can check the grading around your grinder pump barrel to ensure proper drainage. Below you will see a picture of a grinder pump barrel with the vent located below ground level allowing water to enter. The 3 pictures to the right shows proper grading.

We are still working on identifying any issues that may be present with sump pumps. The best time for us to focus on this effort is when surface water from heavy rainfall or snowmelt is active. To say the least, resolution to the infiltration problem is going to take some time. Thank you for patience and help with this matter.

COMMUNITY NEWS: DID YOU KNOW? September 2023 Interesting facts about Flagstaff, Forest Highlands and the Community

• Forest Highlands Golf Club has hosted more USGA National Championships (four) than any other Club or golf course in Arizona: the US Junior Boys, in 1996; US Men’s Mid-Amateur, 2006; US Girls’ Junior 2014 and the US Women’s Mid-Amateur, 2019. • The City of Flagstaff, in 2001, was designated an International Dark Sky City. It was the first community in the world to receive this award. The City enacted the world’s first outdoor lighting ordinance 65 years ago to protect the night sky from light pollution. In order to maintain the designation, zoning codes and evolving standards must be maintained by the community. Other cities and counties that have received the award: Borrego Springs, CA; Torrey, UT, Halifax County, VA, Emmet County, MI and Albuquerque, NM. • Coconino County is the 2nd largest county by area (18,861 square miles) in the contiguous United States behind San Bernardino County (20,150 sq. mi.) California. Coconino County is also larger than nine of the smallest states in the U.S. (source, Wikipedia) • Ever wonder about those teepee-like log structures along Highway 89A, the Canyon and Meadow courses? They are called, ‘Slash Piles.’ The FHGC Fire Department and the US Forest Service create them by cutting down smaller trees in the forest as a thinning strategy. They are stacked in this manner in order to be burned efficiently during the winter months or rainy season. • The Forest Highlands Foundation (FHF) is a component fund of the Arizona Community Foundation, a 501 (c) (3) tax-exempt charitable organization. Founded in 1999, the FHF will celebrate 25 years in 2024. The Foundation has granted over $6 million to the Flagstaff community since its inception. Additionally, it is the only Foundation among the private golf communities in northern Arizona.

Reservations are required for all dining periods at the club. Reservations must be canceled 24 hours in advance to avoid a per person “Cancellation Fee” of $10. Last

minute cancellations prevent other members the opportunity to make a reservation when the dining room is already fully booked. Any large party reduction not done within 24 hours will also incur a per person “cancellation fee”. Parties of 6 or more often require 2 tables so a last minute reduction in party size also prevents another member from using the facilities. (Large parties are defined as 5 or more)

AMNESTY PROGRAM Throughout the season a lot of our bar glassware disappears, and our inventory dwindles. We realize our property encompasses a broad area and it is often convenient to take your refreshments home with you. As we head into the fall season, we would greatly appreciate members returning glassware that may have been taken to your home. This will save the club some additional expense in the spring when we have to restock our glass inventory. Please bring your glassware to the Canyon Reservation Desk, the Meadow Host stand or wherever it is convenient. Holiday wristbands are provided to all members, children and guests who have registered to enjoy the food at our annual Holiday BBQ’s. The wristband permits unlimited access to the food stations during the entire duration of the BBQ. Wristbands are not permitted to be removed or swapped with other guests during the event. We are aware that some members are purchasing just ONE wristband and then feeding their entire group with multiple trips to the food stations. Please be aware that the board, F&B staff and security are aware of this situation and will be addressing offenders. Any attendee that is found at a food station attempting to get food without a wristband will be charged $20 plus the Day of BBQ pricing of $65.95 and a note will be kept on record.

Congratulations to all our 2023 Champions!

The stories from the all-out efforts on the course are always the best when the club championship is on the line! Here are just a few highlights:

Charlie Marusiak starts Round two with 2 birdies and an eagle in the first 4 holes - Post 69 gross to win his second club championship at Forest Highlands.

Suzanne Rabold, Jill Carrero and Karen Schroeder go to a sudden death playoff after a 3 way tie at the end of 36 holes. Jill Carrero makes a great par under the pressure to win the Ladies' Championship. John Brennan was 4 behind after day 1. He shot 74 today with several amazing short game shots (that shocked his competitors) on the back 9 to take the Senior Crown! Phil Svanoe was neck in neck with Jim Huntwork after a front 9 score of 39. A triple bogey on 16 would have rattled most players. But, Phil held on to win by 2. Golf always has so many twists, turns and often a rollercoaster of emotions. The challenges and extra pressure of having the club championship on the line creates so much more drama than your average round. It was such a fun weekend to put your game to the ultimate test. Thanks to all of our club championship participants for giving us your best efforts!

MEN’S HIGHLANDER CHAMPIONSHIP Wednesday, September 20 - Saturday, September 23

The golf courses are closed all day on the following days giving the Golf Course Maintence team an opportunity to accomplish some heavy maintenance operations that cannot be done when golf is present. Some of the planned projects include aerifying troublesome fairways, top dressing fairways and approaches, tree trimming and thinning, pond weed removal, sod work on teeing areas, venting the greens to help with compaction, bunker sand re-distribution etc. COURSE CLOSURES Canyon Closures: September 12 and October 10. Tin Cup Results The Tin Cup Pro-Am at the Meadow Course on Monday, August 7, concluded with yet another thrilling finish this year. The competition remained tight from the outset, as Nick Mekus and Matt Bailey (yes, Matt) found themselves tied at even par after the initial 6 holes. However, the pressure of leading the pack combined with Matt's struggles in his short game caused him to relinquish his position. Nick took over the lead, joined by John-Michael Pilot, Jake Warner, and Tyler Bergwall.

Throughout the back nine, the lead continuously shifted between these four players. Although Nick suffered consecutive bogeys on holes 9 and 10, his hold on the lead slipped. John-Michael showcased strong play with 3 birdies and an eagle, only to be hindered by a double bogey on the 13th hole. Jake and Tyler initially faced setbacks with bogeys in their first two holes but rebounded impressively with 4 birdies and an eagle on the 14th hole by Tyler, and 6 birdies by Jake. Despite a minor hiccup, shank into the bunker, for Jake following a brief weather delay, he maintained his composure and managed to finish 2 under par, securing victory by a margin of 2 strokes over Tyler and 3 strokes over both Nick and John-Michael.

The competition for the overall team championship was equally intense, with two teams concluding the event at an impressive 18 under par. The ultimate victors, John Bickle and Jeff Huff, rallied after the weather delay to secure birdies/net eagles on their last hole. This effort propelled them to triumph in the end. The decisive victory was confirmed in a back nine scorecard playoff, with the winning team finishing at 11 under par compared to the runner-up's 7 under par. The triumphant team

was composed of John Bickle, Lyn Bickle, Jeff Huff, Lisa Huff (making her tournament debut), and Matt Bailey. In second place was the team of Mike Cahill, Stephen Smith, James Price, Tony Chadwick, and Zach Harrison. The third spot was secured by Van DeWar, Blake Miraglia, John Brennan, Steven Brown, and Jake Warner. Warm congratulations are extended to all the champions and participants who displayed exceptional skills and support for the Professional staff!

TAKING CARE OF THE COURSE

Repair Ball Marks Always repair ball marks on the greens promptly. Use a repair tool to gently push the edges of the mark back together, helping the grass recover more quickly. Make one, Fix Two. Replace Divots Fill divots with the provided sand and seed mixture or replace divots whenever possible. This promotes healthy grass growth and maintains a smooth playing surface. Make one, Fix Two. Rake Bunkers After playing a shot from a bunker, thoroughly rake the sand to remove footprints and club marks. This ensures that the next player has a fair and consistent lie. Observe Cart Path Entry and Exit Posts Follow cart path guidelines and enter the fairway at the entry post and keep cart in fairway and out of the rough and native grass. When exiting the fairway, please exit at the exit post located 50-75 yards from the green. Forest Highlands members play a crucial role in maintaining the quality and condition of our golf course. By practicing responsible and considerate behavior, members can help preserve the course's aesthetics, playability, and overall environment. Here's how members can take care of their golf course:

Observe Cart Restrictions Respect cart restrictions during wet or adverse conditions to avoid damaging the turf. Some areas may be designated as "cart-path only" to protect the course. Practice Proper Etiquette Be mindful of other golfers and maintain a reasonable pace of play, 4:10 or less, to prevent congestion on the course. Use Bunker Rakes Correctly When raking bunkers, use gentle, even strokes to level the sand and ensure a consistent texture. Place rake outside bunker parallel to the hole. Range Balls are for the Range ONLY The range balls used on the practice range at the Meadow and Canyon are to be used on the range only. These balls are never to be used on the course. Plus, they do not fly as far… By practicing these guidelines, members can help preserve the integrity of the course and create a positive experience for themselves and others. Responsible behavior contributes to the long-term health and enjoyment of the golf course for everyone involved.
