Dear Fellow Members:

The month of December is a busy time for most people as the holiday season kicks into high gear. It is also an excellent time to reflect upon all that has been accomplished throughout the past year and begin planning for continued progress in the coming year. The leadership team and your board are hard at work performing all of these activities to ensure our investment in Forest Highlands remains strong and provides exceptional value. Reflecting on 2022 we saw a return to more normal operations across the club after the challenges of the past 2 years. Tee time accessibility was significantly improved with golf rounds ending the year at 31,230. This is still slightly higher than pre-pandemic rounds, but certainly not at the level of the 44,181 experienced in 2020. Merchandise sales in the golf shops are projected to hit a new record at just over $1,000,000. Member satisfaction with the food and beverage operation and use of the various dining outlets remain at historic levels with 64,888 covers through October 31 compared with 63,344 in 2021. The recreation and racquet operations also saw exceptional growth during 2022 with the increase in younger members and families and interest in outdoor activities remains strong. Youth participation in our racquet activities grew by 39% with overall participation in tennis up 16% and pickleball up 17%. Once we have our new pickleball facility up and running we expect to see a whole new wave of members vying to purchase at Forest Highlands because of our pickleball facility and programming. Use of concierge and residential services continues to grow exponentially and is the fastest growing area within the operation – Kudos to Kurt Martin and Austin Vigorito for the success of this highly valued service. The successes of the season also presented a few challenges as the club dealt with the impacts of high inflation leading to increased costs for the goods and services used throughout the operation, difficulty in filling vacant positions due to the high cost of living in Flagstaff (18.7% higher than the national average and 12.3% higher than the state average), continued supply chain issues and shortage of products, and a reduction in NOCC and transfer fees from real estate sales due to the historically low supply of homes and lots available for sale. The increase in use of the club facilities, amenities and services and corresponding increases in labor to meet those demands, coupled with

increased costs and fewer real estate sales are projected to result in break-even net operating income of $22,522 for the year which is slightly below the 2022 budget of $59,929. All of the above topics were discussed at length during review of the Operating and Capital/Reserve budgets for 2023 at the most recent board meeting held on Monday, November 21. In addition to reviewing projected results for 2022, the board evaluated assumptions for what to expect in 2023 including known economic impacts such as the 8.4% increase in the hourly minimum wage and continued inflationary price increases from suppliers and vendors throughout the operation. The board carefully weighed options and opportunities for expense reductions as well as the potential of generating additional revenues. Labor and related payroll cost comprise 71% of our annual expense budget so the impact of the mandated increase in the minimum wage for 2023 coupled with continued inflation and low inventory of resale homes and lots resulted in approval by the Board of a $130 increase in the operating portion of the Regular Monthly Assessment for 2023 to $1,050 per month. continued on page 4 > > >

As communicated in the President’s article in the November 1 Voice in the Pines, the Board of Directors voted to proceed with a member vote to increase the New Owner Capital Contribution (NOCC) fee paid by buyers when they purchase a Forest Highlands property. This fee is used to help pay for new projects around the Club, and to assist in funding the Reserves to pay for replacement of existing assets. The Board of Directors is asking you, the members, to approve a one-time increase of the NOCC fee to $100,000. We are nearing the 434 votes necessary to meet the quorum requirements! The increase must be approved by members representing more than 50% of the votes cast. Please cast your vote today!

As noted earlier, due to the reduction in real estate sales in 2022 we received approximately $1,000,000 less in NOCC fees in the Capital Fund than anticipated. As the vote to increase the NOCC Fee to $100,000 will not be official until December 15, the board felt it prudent to take a conservative outlook for NOCC fees in 2023 along with budgeting for minimal new capital and replacement expenditures. If the vote passes and the outlook for additional NOCC Fees improve, the board will evaluate additional new capital and replacement expenditures during 2023. The Pickleball Facility, Covered Bridge Restroom, Public Works Facility and Meadow Patio capital and reserve projects were approved as part of the 2022 budget to begin in the fourth quarter of 2022 with the remainder to be paid through the second quarter of 2023. To assist with funding the completion of these capital items, funding the annual repair and replacement of existing assets, and retaining more of the NOCC fees in the Capital Fund for future new capital projects, a $75 increase in the reserve portion of the Regular Monthly Assessment was approved for 2023 to $200 per month. This will contribute $2,091,400 to the Reserve Fund which will cover 75.8% of the 2023 depreciation expense. As provided in the Declaration of Covenants, Conditions and Restrictions for Forest Highlands, Section 6.3; the Regular Assessment required to cover the Common Expenses for maintaining and operating the community, as well as providing adequate reserves for the replacement of physical assets is established at $1,250 per member per month and is effective as of January 1, 2023. Your board and leadership team understand this increase in the monthly assessment is significantly higher than in recent years but we are dealing with unique circumstances and believe this increase will enable us to continue to provide and enhance the outstanding service and amenities enjoyed by the membership. Please see page 6 for information on how to participate in the annual Prepaid Dues Program and watch for an email coming out next week.

The 2023 Operating Budget and the 2023 Capital & Reserve budgets are available for member review on the main landing page of the Member website. The November 21 meeting was the final meeting for Todd Weber and Mike Cahill as members of the Board of Directors. We thank them both for their 3 years on the board, their leadership of the Club as President and serving as Chair of their committees, and the selfless dedication of their time, wisdom and expertise in making our community better. In closing, we have enjoyed a successful year at Forest Highlands and we owe a vast majority of the credit to our dedicated employees. They work incredible hours during the peak of our season and are already busy planning now for next season, and we thank them for all they do to make our club and community such a wonderful place to be. 2023 ANNUAL PREPAID MEMBER ASSESSMENT PROGRAM The Board of Directors has approved the continuation of the Prepaid Regular Assessment program for 2023. The prepayment program offers the convenience of paying your monthly assessment for the entire year in advance. This program has provided needed cash flow for the Association, and has been helpful for members in avoiding late fees and the convenience of writing one annual check. Additionally, the Board of Directors approved the continuation of the Guest Token Incentive Program to encourage members to prepay their dues.

What is the Guest Token Incentive Program? Members who prepay their annual assessment receive four Guest Token credits posted to your Credit Book, which can be redeemed for EITHER four (4) complimentary guest rounds of golf, OR four (4) complimentary House Guest Cards good for up to two weeks each. This is a value of up to $800.00. Simply notify the Golf Staff at the time you want to use one of your Guest Token credits for a Guest Round OR notify the Admin Staff at the time you want to use one of your Guest Token credits for a Guest Card. How to participate To qualify for the program, your payment of $15,000 ($1,250 * 12 mos.) must be received by the Administration Office no later than January 25, 2023. Your four (4) guest token credits will be available for your use on your Member Account immediately upon receipt of your payment. To take advantage of this program, there are three options for prepayment.

Use of Guest Token Credits are subject to the following Rules

1. Members who still have physical tokens must now bring the token to the Administrative Office to be converted into Guest Token credits. Physical tokens will NOT be accepted in the Golf Shops. 2. Physical Tokens are not replaceable if they are lost. 3. Members must inform the Golf staff at the time of purchase to redeem a Guest Token credit for an Accompanied Guest Round. 4. Credits may only be used for one round of accompanied guest play regardless of whether it is used at the family rate or the full guest rate. Cart Fees are included . 5. The program allows Guest Token credit use for Golf throughout the entire season, with the exception of holiday weekends. 6. Members must contact the Admin Office at the time they wish to use a Guest Token for the creation of a Guest Card. Credits may only be used for one Guest Card regardless of whether it is used for an I mmediate Family or House Guest.

7. Guest Token credits are transferrable to another member upon written request.

FOREST HIGHLANDS LEGACY SPECIAL MEMBERSHIP PROGRAM

Do you have a family member who loves Forest Highlands as much as you do? Perhaps your brother-in-law or parent is an avid golfer, but they don’t want to purchase property? Immediate Family members have an opportunity to become a member at a reduced cost under the Special Membership category as a Legacy Special Member.

Legacy Special Memberships are available for purchase by the immediate family of existing Forest Highlands’ members in good standing with the Club. Immediate family is defined in the Association Rules as parents, grandparents, children, grandchildren, siblings, parents-in-law and siblings-in-law. This is a great way to continue the membership privileges for your children who are now over the age of 25. They can become full-privilege members and you no longer have to pay for their guest fees! The cost for a Legacy Special Membership will be increasing from the current $15,000 to $25,000 effective March 1, 2023.

Legacy Special Members are subject to the same rights and obligations as Special Members of the Association as set forth in the Amendment to and Restatement of Declaration of Covenants, Conditions and Restrictions for Forest Highlands, as amended from time to time (the “Declaration”), the Articles of Incorporation, Bylaws, and Rules and Regulations of the Association. Legacy Special Members are responsible for paying all Regular, Reconstruction, Capital Improvement and Special Assessments. The monthly dues rate for a Legacy membership is the same as the Regular membership at $1,250 per month for 2023.

Legacy Special Memberships are also available for purchase by former Forest Highlands’ members who either sold their property or resigned their membership within the previous six months. Former Forest Highlands members are eligible to purchase at the Legacy rate as long as they would qualify under the same conditions as for an Exemption from the New Owner Capital Contribution Fee.

Anyone interested in purchasing a Legacy Special Membership must fill out and submit the Special Membership Purchase Agreement and Special Membership Application Form. These forms can be obtained by contacting the Administration Office at 928-525¬9014 or by email at membership@fhgc.com.

The cost for a standard Special Membership (available to non-family members) is $100,000 effective January 1, 2023.

The ORIGINS: FOREST HIGHLANDS’ PUTTING COURSE By William Godfrey

THE SECOND ITERATION A few years later Bailey and Bartlett brought the concept to Forest Highlands. “In the late 1980s there was a block of lots on the west side of the Canyon. There were a dozen or more lots we were unable to sell,” explained Bartlett. “They were standard interior lots without views. They were sort of ‘lots-in-the-forest.’ However, they were larger than many of the lots sold early in the Canyon. We brought Ron Todd, our in-house land planner into the conversation. Ron created an easement on the back of the lots with enough square footage to build the putting course. We sold the lots out in months,” Bartlett shared. “And Dick Bailey designed the course and Mike Kosak built it.” FIRST COURSE SUPERINTENDENT – MIKE KOSAK The first golf course superintendent at Forest Highlands was Mike Kosak, a native of Coleraine, Minnesota. In a phone call in October 2022 from his home in Salem, South Carolina,Kosak shared his journey to Forest Highlands and his contribution to the putting course. “It was the mid -1980s, I was working on a Tom Weiskopf / Jay Morrish project called The Grandote Peaks Golf Club, near Pueblo, Colorado. I got to know both Tom and Jay,” Kosak said. “And when the project finished up, Jay arranged a call for me with Dick Bailey.” “Dick flew to Colorado to interview me, but they didn’t have the financing yet at Forest Highlands, so I went to Scottsdale. I laid irrigation pipe for two months at Desert Mountain’s Renegade Course working for Wadsworth Golf Construction. In the spring of 1986, the financing was in place and my family and I moved to Flagstaff,” shared Kosak.

The genesis of Forest Highlands’ 18-hole Putting Course began appropriately…in the cradle of golf. In the early-1980s, the principals of the Bailey-Bartlett Group participated in an international amateur golf event in Scotland. The four-ball, four-round tournament took place at Gleneagles, St. Andrews and Carnoustie, three iconic Scottish venues. Jim Bartlett, the managing partner, shared the discovery he and his partner made across the Atlantic. “St. Andrews and Carnoustie both had these super huge putting greens near the first holes. Dick Bailey and I were fascinated by the size of them. Neither of us had seen anything like it.” Bailey and Bartlett returned to the states with the notion that a putting course would create entertainment for multiple generations. However, it would take a few years before they found the venue to create their own version. “The opportunity first presented itself at Desert Highlands,” shared Bartlett.“I was managing partner. There was a piece of ground connecting the first, second and ninth holes of the development.” “Lyle Anderson, the developer, took Dick Bailey and me to view the site. Lyle asked us what we would do with the undeveloped lots with the great western view,” recalled Bartlett. “Dick replied, ‘Here is what we would do. One option is to take the 13 or 14 lots and zone them for two units. The smaller of the units could be for a family guest house. The other option is to annex the outbound side of the lots for home sites. They would maintain the western view from holes: 1, 2 and 9. The inbound side would form a triangle, where you could build a large putting course.’” “Lyle liked the idea of the creating a putting course. So we teamed up with Gary Panks to build it and we marketed the new parcels as ‘fairway lots.’ We sold all of them right away at twice the estimated value,” Bartlett explained.“It was the first ever putting course in the modern era of golf in the United States and it still exists today.”

“I was there from the beginning, marked every tree on the Canyon, laid out the center line for every hole and was there for the construction of the course,” Kosak recalled. “I was fortunate Jim Bartlett and Dick Bailey believed it was important on having a superintendent on site from the start of construction.”

THE PUTTING COURSE “The Putting Course was a collaboration and Dick Bailey was behind a lot of it,” Kosak explained. “Dick created a rough scale on paper for the pods. It was a three-pod system vs. one-pod because it would affect more lots.” The building of the course was not without issues and it started with the location. “There were challenges getting to the site. There were no roads in place, just dirt paths,” explained Kosak. “It was very hard to get large trucks to the site.” And there was also some pretty severe terrain. “The site was a rocky hillside. On the first pod, I tried to dig with a backhoe, but the ground was too rocky to build a trench,” Kosak detailed. “Since I couldn’t dig a trench I used a flat drainage pipe that was new on the market. Using the new flat pipe turned out to be a good idea because it has held up 32 years, I believe.” “Then I completed the install, starting with a sand/peat moss base, drainage pipe and irrigation. I even installed the drinking fountain at the end of the cul- de-sac. It is very unique and one of the best putting courses ever built,” shared Kosak. “I believe it was only $106,000 to build. Dick didn’t charge for his design and I did the work as an employee of Forest Highlands.” “With everyone’s help, we enhanced the value of the lots and it was a lot of fun building it. Dick Bailey was great to work with, he created a plan with slopes and shapes and I executed his plan. It was a ‘Build-it-and-they-will-come’ kind of thing,” said Kosak, who moved on in 1992 as General Manager of Mira Vista Golf Club in Fort Worth. “I am extremely proud of the Canyon Putting Course,” Kosak concluded. “Forest Highlands was one of the best projects I was ever involved with… I just love the place.” To access the Forest Highlands Putting Course, take Griffiths Springs to the western section of the Canyon and follow the sign to the 18-hole, 3-pod layout, complete with scorecards and pencils.

LANDSCAPE DESIGN SERVICE It's not too late! There are a few openings left for winter Landscape Design Service at Forest Highlands. As the Forest Highlands Horticulturist, Maricel Causer offers winter, Landscape Design and conceptual plans through the Recreation Department. She considers herself a boutique Landscape Designer, offering conceptual, hand-drawn designs. Services include: plant selection, layout and oversight from concept to completion. You will be provided hand drawn perspective designs, plant lists and she will coordinate the implementation of landscape projects with The FH Design Review Committee, Landscape Contractors and/or Landscape Architects. Limited spaces are available for winter design services. If you are unable to be on property for your consultation, she is able to video call members while on site for consultations you cannot be present for. You will have the opportunity to schedule on a one-time basis, but we will not be accepting emergency calls. Snow Removal service will be by appointment only, and you will not be guaranteed a spot by the time requested. $85/hour with an hour minimum every time we clear your driveway.

If you would like a path to your front door cleared for a Security House watch, it will be $35/hour with a one-hour minimum.

ROAD CONDITIONS & WEATHER FOR FLAGSTAFF

While Security monitors and provides road conditions for Forest Highlands, it is difficult to keep up on highways/interstates conditions leading to Flagstaff. If you are not aware of road and weather conditions, below are a few resources to help with road conditions and weather forecasts:

SPEED LIMIT ENFORCMENT PLEASE MAINTAIN YOUR VEHICLE SPEED Speed limits within Forest Highlands are consistent with residential speed limit standards. In Forest Highlands the only road with a 35 MPH speed limit is Forest Highlands Drive, which spans from the Security Gatehouse to the mailroom. At the mailroom, the speed limit is reduced to 15 MPH because of the congestion and there is a golf cart path crossing.

Recently there has been discussion in the community about radar cameras used to enforce speed limits, with mostly positive comments. In summary, data indicates the radar cameras are having a positive impact for community safety. Below is information provided by the National Highway Traffic Safety Administration (NHTSA) and pertains to vehicle stopping distances. Keep in mind the information is based on level ground, good weather, properly working vehicle equipment and attentive drivers.

Weekly House Watch visits include: • Check security of doors, windows, and locks • Check water heater for correct temperature setting • Check on or off status of water

• Check house temperature and heat setting • Check for water leaks or storm damage • Check alarm transmission ability • Exterior perimeter check of structure • Perform reasonable special instructions • Notify the homeowner of any discrepancies

KEEPING YOUR HOME SAFE IN THE WINTER

Turn water off in your home and drain the pipes. After draining the pipes close the faucets.

Some Members turn water off at the street. While this is preferred by some, locating outside valves during the snow season results in challenges (including jeopardizing safety) for home owners and Forest Highlands employees.

Set thermostats at 55, it is good for appliances and prevents freezing of pipes if water remains in the pipe.

Turn hot water heaters to vacation or low (keep them lit).
