Patty Ashbrook, General Manager / COO Mike Cahill, Board President With July 4th just a few days away I hope we all take a few moments to reflect on our good fortune. Not only do we live in the greatest country on earth, but the fact that we live in Forest Highlands puts us in very select company of recreational communities throughout the USA. The Costa Rican saying “Pura Vida” (pure life) implies a harmonious, respectful way of life, and I’d like to encourage each of us to remind ourselves of why we live here. With the busy Fourth of July activities coming up here at the Club, what better time to practice some “Pura Vida”? As most of you know, the Club Leadership team and Board of Directors have been busy with Capital projects around the Club. Coconino County has ratified our application for a plat amendment at the Sales Office, and as a result the development of a first class pickleball facility at that location is in high gear. If all goes according to plan we’ll be able to start construction on that project this fall. We have also submitted plans to the County for the first phase of the restroom renovation project and hope for a fall start with that project as well. Additionally we have approved bids and started construction on the new office building for utilities and public works, and renovation and expansion of the Meadow clubhouse patio should also be a fall 2022 project. High priority projects teed up for bids and timing consideration include a new fresh water tank next to the existing 35 year old one at #2 Canyon, and a new effluent storage tank in the utility area...we’re at capacity during holiday weekends!

Our Security department has been busy as usual with routine items, but added to their responsibility is monitoring speeding throughout the community. I hope you have all seen the communication relating to warnings and fines for speeding. This enforcement is entirely safety related and in no way is meant to be a revenue source. The Club would be overjoyed to collect no fines, but the fact of the matter is our new radar systems have clocked multiple vehicles traveling over 60 miles per hour on our roads. Obviously unacceptable! Additionally, please ensure that your home alarm system is communicating properly with the gatehouse. Although we have moved out of fire restriction status we are still in wildfire season. Having an active alarm system that is in compliance with Security will help certify good communication in the event of the unthinkable. July is also the month we cast the net for qualified Board of Director candidates for the upcoming fall election. We have scheduled Q&A orientation sessions on July 23 at 2pm and August 13 at 11am for interested candidates, and I can tell you firsthand that serving brings a true sense of satisfaction and “giving back” to our wonderful community. Jeff Schrock and Krystan Lauher do an amazing job of providing information on all aspects of Forest Highlands. There’s really no better way to learn about our community than these podcasts! Tune in!! Finally, a quick reminder on member decorum. We’ve recently had several incidents with intoxicated members either falling and hurting themselves or getting into verbal altercations with other members or staff. Association Rules contain standards for appropriate behavior and decorum, and poor or unseemly behavior will not be tolerated. Please enjoy yourselves responsibly!

BOARD NOMINATION ANNOUNCEMENT

Pursuant to Section 18, Article III of the Bylaws, this notification is a call for nominations, from the membership- at-large, for candidates for election to the Board of Directors of The Forest Highlands Association. Though not required, it is desirable for candidates to have some prior experience serving on any of the Forest Highlands Committees.

There will be (3) three-year terms commencing on January 1, 2023 and ending on December 31, 2025 and (1) vacant term commencing October 15, 2022 and ending December 31, 2023. Our Bylaws provide that the three candidates who receive the highest number of votes by plurality shall be elected to serve as directors for three-year terms. The candidate receiving the 4th most votes will be offered the opportunity to complete the vacant term on the Board.

Anyone interested in becoming a candidate for the Board of Directors should contact any member of the Board of Directors on the Board Contact Page or by email at FHGCBoard@fhgc.com to complete a Board Application form on or before Friday, August 19, 2022. Any member who wishes to be included on the ballot for election to the Board of Directors must attend a Candidate Orientation Session. Candidate Orientation Sessions will be held in the Board Room at the Canyon Clubhouse on Saturday, July 23 at 2:00PM or Saturday, August 13 at 11:00AM. Please register to attend these sessions! If you are unable to attend either the July or August dates, one-on-one sessions can be scheduled with a Board member. The deadline for attending an Orientation Session is August 25, 2022. MEMBERSHIP SURVEY REPORT #6 Click here

MEMBER SURVEY SECTION VI & VII – POTENTIAL FUTURE IMPROVEMENTS & FUNDING

We have reached the final Member Survey Section! This month features highlights from the final Sections 6 & 7 that requested feedback on a list of potential future improvements, specific questions related to Pickleball courts and Infrastructure improvements, and member preferences on Funding Club Improvements. The Member Survey had been sent out to all primary and spouse memberships on November 4, 2021 and responses were collected through December 1, 2021. A total of 694 individuals responded to the survey representing 517 households or 61% of our 860 memberships. A significant number of members responded to this section with 540 who answered questions and 149 comments.

Priority of Potential Improvements – The survey included a list of 30 improvements that were suggested during the Member Focus Group sessions held last summer by The McMahon Group. The top 4 highest priority potential improvements to members are those rated important by majorities of all respondents:

As noted during the review of the Dining Section in May, we are happy to report that an expansion of the outdoor dining patio at the Meadow Clubhouse is scheduled to begin later this Fall and we have expanded the outdoor seating spaces at the Canyon patio with additional tables. Expansion of the kitchen areas at both Clubhouses comes with logistical issues that will need to be addressed in the future.

Priority of Infrastructure Improvements – As noted in the survey, the Board had recently received an analysis of the water and wastewater operations that included a recommendation for improvements that would involve significant capital outlay over the next 5-20 years. Seventy-percent (70%) of respondents agree/strongly agree that Forest Highlands should prioritize investing in water and wastewater infrastructure to ensure adequate services for the next 30 years, even if this means delaying other capital improvements.

Funding Club Improvements – Preferred funding options were split nearly 50/50 between a monthly payment ( 49%) versus 51% that would prefer that all or a portion of any funding program include an assessment.

Of the 338 respondents to the question that included a funding combination of both a Monthly Capital Payment and a One-time Assessment (Option C), 90% would be willing to pay a monthly capital payment and 86% would be willing to pay a one-time assessment as part of this combination funding method. Among respondents willing to pay at least some amount, the average monthly capital payment they would be willing to pay is $43 and the average one-time assessment they would be willing to pay is $3,528. Based on the size of the Club’s membership, these amounts would fund approximately $7.6 million in improvements. The complete survey report for these Sections is available for review on the Member website. The report includes additional charts, graphs and the 149 comments received. This now concludes the review of the Member Survey. We sincerely appreciate the comments and feedback provided by those who took the time to fill out the survey as your input is vital to ensuring the Board, committees and leadership team focus on areas that are important to a majority of our members!

GRASS and WEEDS Fire season is definitely upon Arizona. For purposes of maintaining a beautiful and safe community, please comply with the HOA rule (2.30 Maintenance of Lots and Homes) requiring Members to maintain lots/yards. All lot and home owners shall maintain their lots and homes in good repair. The accumulation on any lot of trash, debris, compost piles or tree and shrub clippings shall be removed by the owner at the earliest possible time. Native grasses and tall weeds shall be mowed on a regular basis and maintained in a manner consistent with the natural environment of the surrounding forest and common area of Forest Highlands. As a reference point, grass and weeds on lots should not exceed knee height. If it is determined grass/weeds on a lot are a fire danger or unmaintained, the owner will be required to cut the vegetation, so it is safe and appears maintained.

REMOVING ALL FIRE RESTRICTIONS In cooperation with the U.S. Forest Service on the Coconino and Kaibab National Forests, at noon on Tuesday, June 28, 2022, Coconino County removed all staged fire restrictions formerly in place in unincorporated communities and recreation areas in the county. “The monsoon flow is now in place and should continue to provide moisture and elevated levels of relative humidity,” said County Emergency Manager Wes Dison. “Based on the information from our partners, current conditions warrant removal of fire restrictions. We also do not have any significant competition for fire- fighting resources around the state right now. We will continue to monitor conditions and encourage residents and visitors to remain cautious.” As areas of the forests, county, and city parks reopen for recreation, county residents and visitors are encouraged to exercise caution in their activities and when operating outdoor cooking appliances, barbecue grills, and vehicles.

HOLIDAY DECORATIONS REMINDER - Rule 2.33 Holiday Decorations

Holiday decorations may be installed no earlier than three weeks prior to the holiday, and shall be removed no later than two weeks after the holiday. Please refer to the Development Standards Section 3.13.9 and 3.13.10 for the requirements regarding decorative holiday lights and decorative exterior lights for parties and group gatherings.

FLAG ETIQUETTE When displayed either horizontally or vertically against a wall, the union should be uppermost and to the flag’s own right, that is, to the observer’s left. When displayed in a window, the American flag should be displayed in the same way, with the union or blue field to the left of the observer in the street. No other flag or pennant should be placed above, or, if on the same level,

General Flag Display It is the universal custom to display the American flag only from sunrise to sunset on buildings and on stationary flagstaffs in the open. However, when a patriotic effect is desired, the flag may be displayed twenty-four hours a day if properly illuminated during the hours of darkness.

In order to provide additional parking spaces in the Canyon parking lot we have created dedicated spaces for smaller vehicles such as UTV’s and NEV’s. These spaces are narrower than regular parking spaces so we encourage regular size cars and trucks to leave these spaces for these smaller alternative vehicles. NEV PARKING SPACES at CANYON

regardless of individual school resources, family income, or supplemental funding, to participate in this experience which helps to make Flagstaff a unique community. Along with helping to fund scholarships to Camp Colton, we anticipate participating in the recently announced capital campaign to upgrade the lodge and kitchen and to improve infrastructure for the entire site. We’ll keep you updated about the progress. The Foundation has also been busy in other ways. The grant review season has just begun, and, under the leadership of Kathy Ha a ke, our grant committee has been divided into 4 teams to review grants submitted in health care, human services, youth, and education respectively. As it is every year, the entire process is organized and administered by the Arizona Community Foundation Flagstaff with our Foundation make its funding decisions in the “Marathon,” a 4 hour meeting after all the applications have been reviewed. We then collaborate with other local foundations at “horse trading.” In this manner, by cooperation with other donors, many of the applicants are fully funded. Interviews with applicants began in the middle of June, so we will keep you informed of the process and its outcome. As always, if you wish to know more about what we’ve discussed here, or if you have any other question or comments that will help the Foundation fulfill its mission, please let me or any other of the board members know.

The Foundation Board recently was privileged to hear a talk by Ari Wilder, the Executive Director of Camp Colton, the facility in Hart Prairie that gives Flagstaff grammar school students an outdoor experience and an opportunity to learn about the geology, biology and ecology of the Flagstaff region. In fact, if you are a Flagstaff native or you are a full time resident with school age children, either you or your children have experienced Camp Colton for yourselves. In its fifty years of existence, more than 45000 Flagstaff school children have participated in Camp Colton’s activities. The heart of the Camp Colton experience is the 6th grade program, in which 6th grade students spend 4 days and 3 nights at the Camp, accompanied by teachers and the Camp Colton staff of environmental educators. There are both formal and informal courses, including local expeditions in nature and the environment for the students. Students sleep in the main lodge or platform tents, and meals are prepared on the wood burning stove in the kitchen of the lodge. There also are social activities, but I’m not sure exactly how the square dancing fits into the STEM curriculum of environmental science. Other Camp Colton programs include day trips for 1st and 2nd graders, for whom outdoor exploration at the Camp is supplemented by in school learning, and a 6 day summer program for 7th and 8th graders who wish to add to their environmental experience with research projects and local hiking and exploration. All students in the Flagstaff Unified School District (FUSD) are eligible to attend Camp Colton, and that’s where we come in. Some support is provided by FUSD, and the remainder comes from individual supporters and local charitable foundations such as ours. This enables all Flagstaff elementary school students,

The most beneficial and the best value is the August / September option however we offer the August Only option and September Only option just in case there are scheduling conflicts. Counselors in Training assist Counselors with children 2-3 years old who are potty trained and want to attend our kid programs like Kid’s Camp and Lawn Games. No children under 10 years of age are permitted in the fitness center. Children aged 10-12 must be under direct supervision and may only use the cardio equipment, bands, balls, light weights, and stretching area. No heavy weights.

NEW Teen Policy in the Fitness Center

To ensure that our teens are using the equipment safely, individuals aged 13-16 years old must attend a free 30 min fitness center orientation with a personal trainer. Teens can drop in to any orientation scheduled on Wednesdays, Fridays, and Sundays at 10:30am. We will be keeping track of who has done the orientation, using a list and a wristband system.
