Priority of Infrastructure Improvements – As noted in the survey, the Board had recently received an analysis of the water and wastewater operations that included a recommendation for improvements that would involve significant capital outlay over the next 5-20 years. Seventy-percent (70%) of respondents agree/strongly agree that Forest Highlands should prioritize investing in water and wastewater infrastructure to ensure adequate services for the next 30 years, even if this means delaying other capital improvements.
Funding Club Improvements – Preferred funding options were split nearly 50/50 between a monthly payment ( 49%) versus 51% that would prefer that all or a portion of any funding program include an assessment.
Of the 338 respondents to the question that included a funding combination of both a Monthly Capital Payment and a One-time Assessment (Option C), 90% would be willing to pay a monthly capital payment and 86% would be willing to pay a one-time assessment as part of this combination funding method. Among respondents willing to pay at least some amount, the average monthly capital payment they would be willing to pay is $43 and the average one-time assessment they would be willing to pay is $3,528. Based on the size of the Club’s membership, these amounts would fund approximately $7.6 million in improvements.
