What a tremendous start to the summer and Forest Highlands’ 35th season! The events and activities over the recent Memorial Weekend were well-attended with nearly all events and facilities filled to capacity! The delayed start to the golf season and the rains earlier in May gave the courses much-needed recovery time and they are truly in the best shape they have ever been for this time of year. The soft opening of the dining facilities provided the team an excellent opportunity to fine-tune training for all staff, and everyone is excited that summer and our members are here! One of the truly positive benefits of all the moisture this winter and spring is the forecast for a much calmer fire season and currently there are no fire restrictions which we have not seen in many years. The Annual Member Meeting this past Saturday was attended by 53 in person and 7 on Zoom. The presentation is available on the member website as well as the recording of the Zoom meeting for those who were unable to attend live. Click here to view the video. Your volunteer committees are already hard at work in collaboration with the leadership team on continuous improvement of our community. Below is a brief summary of what the committee have been discussing. As a reminder, committee meeting minutes are available for your review on the member website. Design Review – The committee has been very active reviewing plan submittals for new homes, remodels, additions, home painting, winter damage repairs and recently approved several additions to the Approved Plant List including trees, ground cover and perennials. The board also approved the committees’ recommendations specifically prohibiting artificial flowers and incorporating Rule 2.32 and Rule 2.33 into the Development Standards. Firewise – Forest Highlands is celebrating its 19th consecutive year as a nationally recognized Firewise Community. There are only 28 communities nationwide to achieve this milestone and everyone should take a great deal of pride in this accomplishment! In 2023 residential lots within Zone 3 will be assessed for compliance with our Firewise Rules. The Bear Jaw Interagency Fire & Fuels Crew has begun thinning the Association common area in Zone 2 and we may be able to begin work in Zone 3 before they are sent out on wildfires later this summer. Highlands Fire District will be present at the July 4th BBQ with information and activities on our Firewise program, fire awareness and

safety practices. See page 3 6 of this issue for more information and a map of the Firewise Zones throughout the community.

Greens – The Greens committee takes its role very seriously in ensuring that we continue to be a leader in the private golf marketplace and embody our Mission of being the “finest golf community in the Southwest.” The golf courses annually receive the largest portion of the dues as well as significant capital dollars for ongoing improvement projects. The committee supports our agronomy staff in adopting the recommendations made by USGA Agronomist Brian Whitlark following his visit in September 2022. House – The House committee is a tremendous resource for vetting new ideas and provides valuable feedback on what works and what needs improvement in the dining operation of the club. We incorporate these new ideas and feedback into the operation for consistent, high caliber service and enticing culinary creations so our members never want to dine anywhere else. Racquet –The primaryfocus of the committee so far this summer is the completion of the new Pickleball facility and transitioning all Pickleball programming to the new facility. Although the new facility is nearing completion, access to and use of the facility is prohibited until construction and county inspections are completed. A text and email will be sent out once the clubhouse and courts are ready for use. This committee will also provide support and feedback on the approved long overdue expansion of the tennis facility this October which will address current and future needs of both the tennis community and staff as they have outgrown the current tennis facility built nearly 20 years ago. Recreation – This committee has a diverse number of areas to support and provide feedback to leadership on. These include all the recreation facilities and activities for both adults and children, as well as aquatics, fitness, spa and concierge. At their most recent meeting, the committee focused on pool safety and how best to accommodate our rapidly growing population of children across all our recreation programs. It may be of interest to note there are nearly 1,100 children listed in our membership database! Security – The safety of our members and the protection of the assets of our community is a top priority of the Security committee. The committee routinely reviews incident reports and rules compliance issues. Traffic safety, speed control and unsafe driving practices will continue to be a key area of focus this summer. Utility Operations – As mentioned at the Annual Meeting, the highest priority of the Utility Committee this year is finalizing plans for the addition of a 500,000-gallon freshwater tank and a 300,000-gallon effluent storage tank. Both tanks will assist in improving the efficiency of our operation and address deficiencies in storage capacity for both the freshwater and wastewater systems. As you can see, your board and staff are supported by a significant number of your fellow members in continuing to think about ways to improve, evolve, grow and keep Forest Highlands moving forward and we sincerely appreciate all those willing to serve in this important effort! Speaking of volunteering, we are nearing the time of year when the Board Nominating Advisory Committee begins to seek out interested candidates to run for the Board. We encourage any member who has an interest in running for the Board to contact any Board member to ask questions, obtain an application form and schedule a mandatory orientation. This process will begin in earnest in July, but it is never to early to express your interest!

ISO FIRE RATING SCORE

Highlands Fire District recently underwent an evaluation by the Insurance Services Office (ISO). ISO assigns a Public Protection Classification (PPC) rating to the community. The highest PPC score an area can receive from ISO is a 1 and the lowest is a 10. Highlands Fire District received a rating of 3 (the previous rating was 4) – great news for all residents of the District. ISO evaluations are typically conducted on a 4 - 5-year cycle. An ISO fire rating is a score provided to fire departments and insurance companies by the Insurance Services Office. The score reflects how prepared a community and area are for fires. While it mainly focuses on the local fire departments and water supply, there are other factors that contribute to an area’s score. An ISO score has the power to affect the insurance premium of every homeowner in the area

DEVELOPMENT STANDARDS

Objects other than yard art that has been approved by the DRC and outdoor furniture, such as children's toys, ping pong tables and the like, shall be stored out of sight of the street, golf courses and neighboring properties when not in use. Outdoor furniture should be kept to a minimum, shall be placed within the building envelope, and shall complement the color of the house and not stand out unreasonably from the natural environment. PLEASE NOTE

All artificial flowers are Not Permitted in the landscape. They are also not permitted in containers on decks, patios, front porches, balconies, or window boxes that can be seen from the golf course or the street.

As per Arizona law (A.R.S. 33-1803) any report of a violation made to the Association will NOT remain anonymous. The person reporting an alleged violation must state their first and last name and this information is required to be sent to the party who is accused of the violation upon written request.

Welcome to the 2023 season at Forest Highlands. Your Foundation has already been busy planning our programs for this year, and we have several exciting events to which we invite your participation. The annual Denise Martinez Golf Tournament will be held on Monday, June 19, earlier than in the last few years. T here are a few spots left for teams to compete, and sponsorships continue to be available. Please take advantage of this long-standing Forest Highlands tradition. Our donor thank you event will be on Saturday, July 8. There will be adult beverages, hors d’oeuvres, and most importantly the opportunity to meet and talk with the directors of some of the nonprofits that we support in the community. For those of you who have donated, there will be the occasion to see how your gifts have contributed to the welfare of all the citizens of Flagstaff. Because of the success of our art auction last year, we are going to have another art event at the Labor Day picnic in September. If you are a Forest Highlands artist and you wish to have your work displayed this will be an excellent venue. If you want to see how talented our local artists are or if you need that perfect artwork for your home this is a great opportunity. In this column it has been our custom to feature some of the groups in Flagstaff that we support. The month we would like to call your attention to Girls on the Run of Northern Arizona (GOTRNA), specifically their activities in Flagstaff. GOTRNA was established to inspire confidence, kindness and decision-making skills in young girls who may not have had the chance to do so in other situations. The national organization was founded in 1996 to this end, but the local Flagstaff group itself is under the administration of North Country Health Care.

The local program is sited at Cromer School, which on the Federal School Lunch Program and which serves a disadvantaged local population. Girls in grades 3-5 participate in the program. More than half the girls need financial aid to participate, and 30% are given free running shoes. The local director is Kelly Teeselink, who runs the entire program on a shoestring, as it were. With only an additional half-time person to help, she has crafted a vibrant program that benefits many young people in Flagstaff. She comes by this interest naturally, as she is an ultramarathoner herself. Kelly won’t be at our donor event this year, but you may have a chance to meet and speak with her in the future, especially if you would like to attend one of the GOTRNA 5K races. We welcome inquiries from all Forest Highlands residents. If you would like to volunteer to be on the board or on one of our committees, please let me or any of the board members know. Also, we will be making site visits this year to several of the groups we support. You are welcome on these visits to see exactly where your money is going to help make Flagstaff a better community. To help keep a clean community and avoid a fine due to a trash cleanup, it is important to avoid overfilling your trashcan. PINE NEEDLE BAG PICK-UP Every Tuesday during season

Pine needle bags need to be stacked by address posts at the edge of the road before Tuesday, or Waste Management will leave them for the next pick-up day. Please be sure to stack bagged needles as close to the lots’ address marker as possible. Periodically throughout the summer, special pickup days will be announced for brush debris and tree limbs. No brush debris or tree limbs may be stacked adjacent to the roadway earlier than 24 hours prior to this scheduled and announced pickup day. There is no additional fee to the Member for this service.

BARK BEETLE REDUCTION COST SHARE PROGRAM The Arizona Department of Foeresty and Fire Managemnet resumed the BBRCS program in September 2022. Please note, fully dead trees (those with no needles) do not qualify for this cost share program because the beetles are typically no longer present. ROAD CHIP SEALING As part of our ongoing commitment to enhancing and improving our community, C&E Paving & Grading will be on site performing chip seal road maintenance from June 12-14, weather permitting. Chip sealing is important for extending the life of our paved roads at a much less expensive cost than an overlay, is much quicker to complete, and creates a fresh surface.

ORIGINS: THE STONEHOUSE AT FOREST HIGHLANDS By William Godfrey June, 2023

The historical stone structure sits just a few yards from the 11th tee of the Canyon course. It has been a stopping off place for many golfers and a Member destination spot for decades. The building has also been given multiple names. It was originally known as the Cookie Shack, named for its delicious homemade baked goods. More recently it has been referred to as both the Rock House and the Stonehouse. By any name, it has been a welcome oasis and picnic area serving drinks, snacks and lunch fare to Forest Highlands’ residents. However, decades before it had any names, the building served a more rustic and utilitarian purpose. Basically…it was used for shelter and storage. In a recent interview with Dennis Dixon of Dixon Builders in Flagstaff, the origin of the stone structure was uncovered. “It was originally a building from the cattle range era. It was a ‘Cowboy Line Shack.’ It provided cowboys with protection from the weather,” explained Dixon, in a telephone conversation. According to cowboy dictionaries, a Cowboy Line Shack was: ‘A cabin for use of cowhands when out patrolling the boundary line of the ranch for cattle that may have strayed over the line.’

Dixon’s company worked with Dick Bailey of the Bailey –Bartlett Group in the early development years of Forest Highlands. Along with his team, it was Dennis Dixon’s assignment to clear the property.

“We started in a section of Forest Highlands, I called it the ‘Sedona side.’ It was very remote. There was brush, short pine trees, junipers and ponderosa pines,” Dixon recalled. “It was ‘thick as thieves.’ It was really a wilderness.” “The entire area was probably closed off for maybe 50 years. It was also the place where Griffiths Spring came up. The spring surfaced on that part of the property and provided water year-round to wildlife.” “When we found the Stonehouse, it was boarded up and surrounded by barbed wire. It was a bit like a haunted house; we didn’t know what we would find,” chuckled Dixon. “When we got in there, we found coffee pots, mugs and other supplies. There were rolled coils and dusty tools. We also found thick glass, empty elixir bottles with corks. Only God knows what they had in there…probably fifths of whiskey.”

“No one had been in there for decades. We found horseshoes, saddle parts, stirrups, and worn leather items. We put the material in a milk crate and gave it to Dick Bailey.” “We then repaired the stone of the Line Shack. It was made partly of Malapai stone, which is part volcanic, part iron,” Dixon concluded. “It was built to last… which it did.”

The origin of the Cookie Shack name is more recent.

One of the best explanations for the moniker comes from Joc Jacquay, former Forest Highlands’ Board member and chair of multiple committees. “The oatmeal raisin cookies were the best cookies God ever put on this Earth,” exclaimed Jacquay, a member from 2008 to 2020.“And…back in the early years, they were free!” But the research into finding the chef who created the famous recipe has not yet identified the baker of the most famous cookies. While the search continues, there is some concern about what the future holds for the Cookie Shack / Stonehouse. “The rock structure has historical value,” maintains Mark Thomas, CCM, Food & Beverage Director.“It has a very nice setting, has picnic tables, surrounding trees and landscape. Residents come by to enjoy the community. There are kids who ride their bikes there. They come with their friends to stop for candy, snacks and maybe a beverage,” shared Thomas, a 27-year staff member of Forest Highlands. “There are dog walkers who stop to get water for their pets from the dishes left out by the staff. It is more than just a halfway house for golfers,” offered Thomas, who started his career when he was an NAU student. “The building has had several renovations over the years, but has maintained its original foundation. My hope is we can continue to maintain the rock structure and the community feel there.” The author agrees with Mark Thomas’ assessment and maybe with some luck the individual who created the original recipe is found and the famous oatmeal raisin cookies could have a second life.

UPDATE ON THE FRIDAY NIGHT SKINS GAMES!!

Don’t worry…. We will still play The Original Friday Night Skins twice a month. We have created a new twist to the Friday Skins Game - The Mixed Stix Skins Game and we added a brand-new par 3 Shootout.

MIXED STIX SKINS GAME Each Team consists of one female and one male (sorry, you can’t pick your spouse or family member). Gentlemen will tee off on the odd holes. Ladies will tee off on the even holes. Minimum combined handicap is 18. Flights for play (if needed) will be based on combined handicaps. PAR 3 SHOOTOUT We will play all nine holes for this NEW Friday Fun Event. This is an Alternate shot format with a Ladies’ Flight and a Men’s Flight. Handicaps will be used. Teams with the highest scores are eliminated. All teams play the first 3 holes, and the highest accumulative scores will be eliminated. After that, 1-2 teams are eliminated on each hole until we are down to the final 2 teams playing the final hole. The winning team and runner-up team will be paid out. Part of your entry will fund an ACE pot. Flight betting, excessive cheering and adult beverages will be available.

Men’s Saturday Choose-Up Starting on June 3

The golf staff will organize a Men's Choose-Up bi-monthly on Saturdays from 8:30 - 9:30am

Each week, members will have the opportunity to participate in a game with an entry fee of $20, which will be charged to their account. Half of the fee will be allocated to the day's game, while the other half will go towards skins.

Adult & Family Bird Walk FREE Sunday, June 4 • 7:30am Meet @ Kachina Wetlands entrance off Paleo Pl. All Ages. Take a bird walk at Kachina Wetlands. View ducks, herons, and ospreys up close with a spotting scope and learn about birds at one of Flagstaff’s premier birding locations. No birding expertise is required, but bring binoculars if you have them! The path is a flat, dirt road and is wheelchair accessible. Dress for the weather, and be sure to wear sunscreen and bring a water bottle.

Ages 7+, all children younger must ride with an adult.

This year we are introducing our first ever Bike Safety Certification! In this program we will focus on teaching general bike safety, proper equipment, and rules of the road. Bring your bike, equipment, and be ready to demonstrate proper hand signals while riding in order to earn a bike license and permit for riding around property! This is a voluntary program in hopes to educate children on how to ride safely around property.

If you prefer to take your own vehicle that is totally fine, you can follow the shuttle or just plan to meet at the trailhead.
