Our management team and department heads are hard at work on the Association’s three-year financial projection. Future needs both operationally and for future capital expenditures will be reviewed by the Finance Committee and presented to the Board at the August board meeting. Year-End forecasts also are in process. Operating trends are being analyzed to identify potential significant budget variances and project how closely the operation will meet our 2023 expectations. Real Estate closings through the end of June generated 16 NOCC fees and we currently are on track to meet the budgeted number of 30 NOCC fees for 2023. We are asking everyone to use common sense and to please practice the concept of “Pride of Ownership” of your club, golf courses, fellow members, and our community. The concept of “Pride of Ownership” means that each one of us takes personal care and responsibility for our community and our amenities. This includes: • being courteous and aware of the permitted times for using the golf courses other than for golf (generally before 7:00am and after 7:00pm), • being responsible for keeping dogs leashed and restrained at all times. • picking up your pet droppings, • abiding by the community speed limits, fully stopping at Stop signs, and not permitting children under the age of 16 or who are unlicensed to operate any motorized or electric vehicle, including electric scooters, mopeds and e-bicycles.

I begin with congratulations to Joe Gordon on his promotion to Forest Highlands Director of Security. Joe has served our community for eight years, most recently as Assistant Director of Security. The tremendous start to our 35th season continued into June. Signature golf events including the Couples Invitational, Denise Martinez, Top Gun Shootout and Member-Member tournaments were all very successful. Because of increased member demand for the Ponderosa and Men’s Highlander invitational tournaments, the Board approved expanding the field for the Ponderosa to 120 teams at the June meeting. The Taste of Forest Highlands was well received by 520 attendees who purchased more than 700 cases of wine. We have a very full schedule of events planned for the upcoming long holiday weekend and look forward to a multi-day celebration with the Independence Day parade and BBQ on Sunday July 2nd followed by a Backyard BBQ event on Tuesday July 4th The new Pickleball facility opened for play on June 19th. An official Grand Opening is scheduled for July 9 at 9am and will feature a ribbon cutting and exhibition match. This is the first new amenity since the Meadow clubhouse and golf course in 1998. Additionally, the Board has approved the Ad Hoc Tennis Committee recommendation to proceed with the construction of the new tennis building scheduled to start this October. In summary 76 bids were requested from 30 trade subcontractors, 58 were received, 2 are awaiting and 16 declined to bid. This competitive and thorough bidding process provides assurance that we are obtaining the best possible pricing for this project and reflects the Board's diligence in the review and contract approval process. The overall project cost was approved for $1.8M consisting of the Wespac bid of $1,544,981 plus an additional $225K for landscaping, court resurfacing, concrete patio repairs, furniture, fixtures and equipment.

We have experienced two dog bite incidents in the last week, one from a dog that escaped a fenced enclosure and another from a dog that pulled away from the child that was walking the pet on a leash. While neither of these incidents resulted from a failure to follow our Rules, they do emphasize the importance of being diligent and aware of your pets to avoid the anguish and heartache experienced by all parties involved, both the victims and the pet owners. As we approach the beginning of monsoon season, please take a moment to refresh your knowledge on what to do when the Club Alert Sirens go off, and what it means when a Red Flag Warning is issued. It is the personal responsibility of all members to be vigilant and know what to do when lightning is near. Please remember that the rain shelters on the golf courses are not designed to be lightning shelters. Information on what a Red Flag Warning is and the restrictions that go into place during one can be found in this VIP on page 38 . In addition to the restrictions imposed during a Red Flag Warning, the Firewise Committee and Board recommend that all members consider a Red Flag Day as a signal to take the following precautions and actions around your home: (1) remove any combustible or flammable materials such as pine needles or leaves from gutters, your roof or in eaves; (2) remove any combustible or flammable materials from the ground, under and on decks, and on your porch; and (3) trim any dead or dying plants, shrubs, or trees. Through continued vigilance and by taking “Pride of Ownership” we can all take the steps necessary to assist in protecting our community from the threat of wildfire. CONGRATULATIONS TO JOE GORDON ON HIS PROMOTION TO DIRECTOR OF SECURITY

After an extensive search and evaluation of several qualified candidates, we are very pleased to announce the promotion of Joe Gordon as our new Director of Security. The Search Team unanimously agreed that Joe brings the knowledge and experience necessary to fill the position and he has the advantage of already being familiar with the community, membership, other departments, and the processes and procedures of the security operation. Joe was born in Virginia and at a youthful age his family sought warmer weather and moved to Arizona. Joe grew up in Mesa and directly after High School enlisted in the United States Air Force. He was a Security Forces member for 14+ years reaching the rank of Technical Sargent before being honorably discharged and separating in 2011. Joe was able to travel the world during his career and during those years Joe was responsible for the security of everything from nuclear weapons to managing the USAF Inmate Management branch and Victim Witness Assistance Program. After Joe’s 5 deployments and a combat tour in Iraq, it was decided to seek out a new career. After separating from the USAF, Joe became a Freight Conductor with Union Pacific Railroad and moved freight across Southwestern parts of Texas and to the U.S./Mexico border. During this time Joe met his now wife Inez and after 4 years working with the Railroad in San Antonio, Texas they decided to relocate to Flagstaff, Arizona in 2015. In September of 2015 Joe was able to go back to his Security roots when hired as a Safety & Compliance Officer at Forest Highlands and in 2017, Joe was promoted to Operations/Shift Supervisor. Later that year he applied for and was offered the new position of Assistant Director of Security. Joe is looking forward to a new chapter in his tenure at Forest Highlands as Director of Security and excited for what the future will bring. During their time away from Forest Highlands Joe and his wife enjoy their two dogs Liberty and Letty, all things outdoors, traveling for Baseball games, gatherings with family and friends and supporting local veteran organizations.

Association Rule 1.0 requires that every Member must be mindful that her or his behavior toward employees and each other must be respectful and appropriate at all times. Members shall use appropriate language at all times. No foul, vulgar, threatening or demeaning language will be tolerated on the Association property or directed at any other Member or guest or any Association employee. Members are responsible for the actions of their family and guests and will be held accountable for Rule and/or CC&R violations. Over the past month, there have been several instances of behavior that is unbecoming of our membership in their interactions with other members and with our employees. Each month we will highlight specific Forest Highlands Association Rules as a friendly reminder to all members, particularly when it comes to providing a safe, supportive and happy environment for members, family, guests and our employees. Association Rule 2.1 Code of Conduct - The behavior rules listed under Rule 2.1 apply to members, children and guests. Certain violations are considered flagrant and will result in disciplinary action by Forest Highlands’ staff and/or the Board of Directors. Some of the actions that are considered as flagrant include, but are not limited to: • Exceeding any posted speed limit on the private roads. • Driving or being in actual control of a vehicle while impaired in any way. • Driving a vehicle in reckless disregard, or by an underage person, endangering the safety of persons or property. • Physical assault, verbal abuse, bullying, harassment or intimidation (threatening to cause physical injury or damage to the property of another) of any person including, without limitation, other members, guests or employees of the Association. • Failure to stop (and provide identification upon request) when directed to do so by the Association’s Security Officers or other employees or agents of the Association monitoring speeding or compliance with the Association’s Rules pertaining to the use of private roads or club facilities. • Failure to cooperate or comply with directions or orders, including providing identification upon request of the Association’s supervisory personnel, golf professionals or rangers. • Offensive language or sexual remarks, advances or touching. Association Rule 2.17 Pets - All Coconino County ordinances concerning pets apply to Forest Highlands. Pets are not permitted in or around the Clubhouses, racquet courts, swimming pools or the Recreation Center at any time and must be kept off the golf courses, putting greens and practice areas at all times. At all times, while on common areas and roads, dogs must be restrained by leashes, and dog droppings must be immediately removed and disposed of in an appropriate manner. Dogs are not allowed on the golf courses including cart paths except: a. During the summer season (generally May through October) dogs on leashes may be walked on the CART PATHS ONLY before and after golfing hours (generally before 7:00a.m. and after 7:00p.m.). b. During the winter season (generally November through April) dogs on leashes may be walked on the course. c. At no time are dogs permitted on the sidewalks or cart paths near the Clubhouses or patio eating areas. Temporary dog parking is available at the Peaks Café (Recreation Center) from 7:00 – 9:00am if picking up coffee or breakfast to go. Association Rule 3.5 Vehicles – This Rule requires all occupants of a vehicle to comply with seatbelt laws required by the State of Arizona and as recommended by the vehicle manufacturer. This requirement applies to UTV’s/NEV’s/ GEM cars, and all similar vehicles. For the safety of all, please do not permit young children to ride in the laps of other occupants of a vehicle (especially the driver) and please ensure they wear proper seatbelts or are placed in a car seat as per Arizona law.

BOARD NOMINATION ANNOUNCEMENT

To All Regular and Special Members of The Forest Highlands Association:

Pursuant to Section 18, Article III of the Bylaws, this notification is a call for nominations, from the membership- at-large, for candidates for election to the Board of Directors of The Forest Highlands Association. Though not required, it is desirable for candidates to have some prior experience serving on any of the Forest Highlands Committees.

There will be (3) three-year terms commencing on January 1, 2024 and ending on December 31, 2026. Our Bylaws provide that the three candidates who receive the highest number of votes by plurality shall be elected to serve as directors for three-year terms. Anyone interested in becoming a candidate for the Board of Directors should contact Larry Aldrich at laldrich@ aldrichcapital.com or 520-404-9119 or Jeff Schrock at jeffsmailbox@yahoo.com or 602-538-2080 to schedule a Candidate Orientation Session and complete a Board Application form on or before Friday, August 19, 2023. As per the Bylaws any member who wishes to be included on the ballot for election to the Board of Directors must attend a Candidate Orientation Session. The deadline for attending an Orientation Session is August 25, 2023.

All members of record as of September 1, 2023, will be eligible to vote in the election. Electronic voting instructions will be sent out by email on or before Wednesday, September 6, 2023, and voting will open at 9:00AM. Paper ballots will be available upon request through the Administration Office. Electronic voting will end and completed paper ballots must be received by Noon on Sunday, October 15, 2023 to be counted.

DEVELOPMENT STANDARDS

Objects other than yard art that has been approved by the DRC and outdoor furniture, such as children's toys, ping pong tables and the like, shall be stored out of sight of the street, golf courses and neighboring properties when not in use. Outdoor furniture should be kept to a minimum, shall be placed within the building envelope, and shall complement the color of the house and not stand out unreasonably from the natural environment. PLEASE NOTE

All artificial flowers are Not Permitted in the landscape. They are also not permitted in containers on decks, patios, front porches, balconies, or window boxes that can be seen from the golf course or the street.

As per Arizona law (A.R.S. 33-1803) any report of a violation made to the Association will NOT remain anonymous. The person reporting an alleged violation must state their first and last name and this information is required to be sent to the party who is accused of the violation upon written request.

Forest Highlands Foundation

Ethan Braunstein MD, Past Chair, Forest Highlands Foundation Board

Your Foundation is now in the midst of its busiest time of the year. A successful Denise Martinez Tournament was organized by Vickie Selzer and her hard-working team, and we are looking forward to entertaining our donors at the thank you event on July 8. This event will give our donors a chance to meet some of the directors of groups we support and to find out more about how the contributions are being put to good use. Our annual appeal has begun, and our grant committee is reviewing applications and interviewing spokespeople for all the organizations that have applied. We have divided our committee into subcommittees reviewing grants in health care, social services, youth, and education. We will then prioritize funding decisions, and along with other local foundations we will fund all the grants applications that we think are worthy. We’ll have some of the results for you next month, and of course there will be a complete account in the annual report. We recently had the opportunity to visit Housing Solutions/ Sharon Manor (HSNA) to get up to date about recent developments there. As I’ve mentioned in the past, HSNA provides housing and social services for up to two years to victims of domestic abuse. Recently we helped HSNA to acquire an old motel on Route 66, renamed Jojo’s Place. Our initial seed money of $50000 led to government funding of the remainder of the 6-million-dollar project through use of unspent COVID funds. This facility of 44 units will

provide additional housing so that the capacity of HSNA will be substantially increased. Ultimately the goal will be to provide more permanent housing, perhaps in a stepped arrangement, so that families in the current facility, Sharon Manor, will have a place to settle for the longer term while new clients can move into Sharon Manor. One of the things we look for in all our grant funding is synergy between local institutions. In the case of HSNA, case management at Jojo’s place will be outsourced to Catholic Charities, a group with enormous expertise in this area. Many of the referrals to HSNA come through the “Front Door,” a collaborative plan among many of the human services institutions we fund, housed at Catholic Charities and Flagstaff Shelter Services, in which clients are referred immediately to the appropriate agencies without having to try to find the suitable services on their own. This is just one example of how many of the local organizations work cooperatively.

For safety, please place trashcans at the edge of your driveway (NONE OF IT SHOULD BE IN THE ROAD) If there are multiple trash cans, spread them four feet apart. To help keep a clean community and avoid a fine due to a trash cleanup, it is important to avoid overfilling your trashcan.

PINE NEEDLE BAG PICK-UP Every Tuesday during season

Pine needle bags need to be stacked by address posts at the edge of the road before Tuesday, or Waste Management will leave them for the next pick-up day. Please be sure to stack bagged needles as close to the lots’ address marker as possible. Periodically throughout the summer, special pickup days will be announced for brush debris and tree limbs. No brush debris or tree limbs may be stacked adjacent to the roadway earlier than 24 hours prior to this scheduled and announced pickup day. There is no additional fee to the Member for this service.

The FH Food Truck is set-up for quick order and pick-up service. Like most Food Trucks, we are unable to take orders in advance, but most food preparations can be done very quickly.

The Food Truck does offer alcoholic and non-alcoholic refreshments, so you are welcome to enjoy the Sports Park area while we prepare your food.

We also offer food-service pagers to let you know when your food is ready for pick up.

Please take an opportunity to try and sample some of the great specialized classic dishes offered at our Food Truck.

UPDATE ON THE FRIDAY NIGHT SKINS GAMES!!

ADVANCE TEE TIME (ATT) PROGRAM NOW 7 DAYS A WEEK!

Every Membership account will have 2 Advance Tee Time requests which can be made during the 2023 golf season. The ATT program allows members to request a tee time up to 14 days in advance, by email rather than Foretees, any day of the week. The Golf Shop will reserve 10 tee times per day (5 at Canyon, 5 at Meadow) Monday - Friday, on the hour from 10am to 2pm. For Weekends and Holidays (Saturday, Sunday and Holiday Monday’s), ATTs will be limited to 6 times per day (3 per course) beginning at noon, guest restrictions still apply. Requests can only be made via email to: golf@fhgc.com beginning at 7am sharp, 14 days or less in advance of the requested tee time. The request must list all 4 full names and identify status of each player - ie guest, immediate family guest, member, etc. and must include AT LEAST ONE GUEST'S NAME. If more requests are received than available ATTs, a waitlist will be created using the email timestamp. If ATTs remain available at the 7 day mark, they will be opened to the entire membership on Foretees. FURTHER DETAILS & CANCELLATION POLICY: Once an ATT is reserved, it may be cancelled up to 7 days before the date of play and released to the waitlist/Foretees system and be used again at another time.

Don’t worry…. We will still play The Original Friday Night Skins twice a month. We have created a new twist to the Friday Skins Game - The Mixed Stix Skins Game and we added a brand-new par 3 Shootout.

JULY 8, 9, 15, 16, 22 & 25 The Pro’s Challenge is a four-ball net Stableford stroke play event between a team of two members against a team of two Forest Highlands Golf Professionals. There will be a total of 18 matches throughout the season. Members are limited to only signing up for one match. The winning member team will be determined by the largest cumulative point differential against their respective professional team. PRO’S CHALLENGE On the day of play any changes from Guest to member will result in the member being charged an accompanied Guest Fee of $150 per player. This should keep the ATT requests limited to those who deem it especially important.

The golf staff will organize a Men's Choose-Up bi-monthly on Saturdays from 8:30 - 9:30am

Each week, members will have the opportunity to participate in a game with an entry fee of $20, which will be charged to their account. Half of the fee will be allocated to the day's game, while the other half will go towards skins. This is an excellent way for members to find a game and connect with others. Interested members can sign up on Foretees for July 8, 22, August 12, and 26. Sign ups open one week in advance.

COURSE CLOSURES In recent years, the Canyon Golf Course has slipped from its prestigious position among the top 100 best courses in America, as recognized by Golf Digest. Presently, it stands at number 121, falling just outside the coveted first 100. Determined to reclaim its former glory and establish itself as the premier golfing destination in the state, the Canyon's maintenance team has devised a proactive plan. To ensure that the courses attain the highest standards of excellence, they will be implementing a monthly closure of one day for each course. During these closures, the maintenance team will diligently carry out meticulous detail work that cannot be accomplished during regular maintenance days. This dedicated approach aims to elevate the overall condition of the courses, enhancing the golfing experience and ultimately propelling the Canyon Golf Course back into the esteemed top 100 list as well as the Meadow. View ducks, herons, and ospreys up close with a spotting scope and learn about birds at one of Flagstaff’s premier birding locations. This is a great time to see migrating species as well as resident birds. No birding expertise is required, but bring binoculars if you have them! The path is a flat, dirt road and is wheelchair accessible. Dress for the weather, and be sure to wear sunscreen and bring a water bottle.

Go for the gold as we compete in a variety of field games, team sports, and relays! Dress to get wet. Minimum 4 families.
