Congratulations to Bob Bement, Deg Davies, Dave Stearns and Pat Welborn our newly elected FHGC Board members. Thanks also to the other candidates who volunteered to run in this year’s very large candidate field and to the 586 members who took time to cast a ballot. Last Saturday, we celebrated Patty Ashbrook’s 32 years at Forest Highlands and wished her a very happy retirement with a basket of parting gifts. A great time was had by all who attended and were able to show their appreciation for her many contributions to making Forest Highlands the special place it is today. The GM Search is nearing completion. Final interviews were held and a decision is expected in early November. An announcement will be made as soon as all details are finalized. Forest Highlands enjoyed another successful season in 2023 and all departments continued to experience healthy post covid operating levels. The new pickleball facility was a big success as membership play increased throughout the season. Earlier in October construction began on the new and expanded tennis facility and the covered bridge park restroom. Both projects are estimated to be finished by the 2024 season opening. Sitework for the 500,000 gallon freshwater tank and the 300,000 gallon effluent tank is scheduled to begin by mid-November and we have executed contract for construction of both tanks. The tank project is scheduled for completion June 1, 2024. Photos showing progress on these projects will be posted to the website. As always at Forest Highlands estimated completion dates are weather dependent.

LEADERSHIP

The first draft of the 2024 Operating and Capital & Reserve budgets have been submitted to the Finance Committee for review on November 3. The first draft is closely aligned with the Three Year Projection that was presented in August and proposes a modest Operating Dues increase of 4.3% ($45) and a $70 increase in the Reserve Allocation for a total 9.2% increase ($115). A final recommendation will be made to the Board at the November 20 meeting. Thanks to all who took time to provide comments and feedback in the annual member survey process.The leadership team will spend the next several months evaluating and making adjustments to the operation where needed in 2024. The Fall season finally has arrived in Flagstaff with night time temperatures dipping well into the low twenties last weekend. Those who were here in October enjoyed some of the year’s very best weather. Although the pools and golf facilities have been closed for the season, there still is much to enjoy at Forest Highlands. The Fitness Center and Spa will be open every day except Christmas Eve and Christmas Day. Holiday and weekend activities are detailed in this VIP and include Turkey Bowl flag football (11/24), Thanksgiving to go dinners (11/23), Dicken’s Dinner (11/26) and the New Year’s Eve Dinner and Gala. RENTER GUIDELINES REMINDER

As provided in Section 12.17 of the CC&Rs, an Owner may LEASE his Lot, but the Owner is responsible for assuring compliance by his LESSEE with all the provisions of the CC&Rs, the Articles of Incorporation, Bylaws, Association Rules and Development Standards, all as amended and supplemented from time to time, and shall be jointly and severally responsible for any violations by his LESSEE. Owners are notified that they are required to adhere to the

Arizona Revised Statutes 42-5042 that requires a current transaction privilege tax license for property rentals. Owners are required to list the current transaction privilege tax license number on all advertisements and postings. Any listing or posting without a transaction privilege tax license number will be reported to the Arizona Department of

Revenue. In addition, Coconino County requires residential rental properties to be registered with the County Assessor. There may be penalties and fines for properties not correctly identified or registered as a rental property with the Coconino County Assessor. All leases must be for a minimum of 30 consecutive days unless to an existing Forest Highlands Member. All Leases must be in writing at least five (5) business days before commencement of the Lease term, the Owner shall provide the Association with the following information by filling out a Lessee Information Form AND a Lessee/Property Owner Acknowledgment Form which may be found on members.fhgc.com or may be requested from the Administration Office: • the commencement date and expiration date of the Lease term; • the names, telephone numbers and e-mail addresses of each Lessee and of each other person who will reside on the Lot during the Lease term; • a description and the license plate number of the Lessee’s vehicles; • the address and telephone number at which the Owner can be contacted by the Association during the Lease term; and • the name, address and telephone number of a person other than the Owner whom the Association can contact in the event of an emergency involving the Lot. The Lessee/Property Acknowledgment Form DOES NOT need to be signed if the Lessee is a Property Owner or Designated Member. Failure to have the Lessee Information Form and the Property Owner Acknowledgment Form on file with the Administration Office at least five (5) business days before the commencement of the Lease term will be considered in violation of the Forest Highlands Rules & Regulations and subject to the fines and penalties outlined in Section 7.8 of this document.

RENTER PRIVILEGES

• Renters do not have privileges to use the Club Facilities unless a member accompanies him/her. • The Club Facilities are defined as the Clubhouses, Golf Courses, Golf Practice Areas, Golf Course Paths, Putting Course, Tennis Courts, Dining Facilities, Fitness Center, Swimming Pools, Driving Ranges, Sports Park, Ponds/Lakes, Disc Golf Course, Playgrounds, Fishing Lakes, and all other Common Areas. • Renting or leasing a home in Forest Highlands gives the renter access for ingress and egress to the home only, and use of the roads for walking/biking.

Leasing a home is defined as, the owner or their representative receiving compensation (monetary or otherwise) for the use of a home at Forest Highlands). The term Renting or Leasing, for the purposes of the Forest Highlands Rules & Regulations are synonymous.

KACHINA WETLANDS: A “HIDDEN” GEM November 2023 Hiking, Birding and more…in your Backyard

A nationally-recognized bird and waterfowl preserve lies just beyond the perimeter of the Canyon and Meadow properties. And more importantly…the preserve is also the most “off-the beaten-path” amenity to Forest Highlands’ residents. The Kachina Wetlands is a stunningly, beautiful 120-acre parcel created 35 years ago by the Kachina Village Improvement District (KVID). It consists of nine shallow evaporative “ponds” with depths determined by precipitation and the needs of residents. The acreage also contains a 2.4-mile single-track hiking trail that winds through the property. According to an archived story from the Arizona Daily Sun, the “Kachina Wetlands was first constructed in 1988 and modeled after the state’s first wetland treatment system in Pinetop-Lakeside. Initially, the local Wetlands effectively treated 200,000 gallons a day of wastewater in peak summer months and even more today. However, it was the partnership with Forest Highlands that created a valuable amenity to residents of both communities. Bill Strauss, Director of Public Works at Forest Highlands from 1989 to 2018, explained the behind-the-scenes discussions, “When I was first hired, I started talking with Dan Lueder, the KVID manager, regarding the use of Kachina Wetlands water and Forest Highland's storage of our effluent. Serious discussions began after the Meadow course was developed,” Strauss explained in an October 2023 conversation. “The discussions took place over 10 years and we worked very hard the last two years to put together the partnership.” “Early on it was primarily about fresh water, supplying KVID with water when they had problems. This only happened occasionally,” shared Strauss,

a Glendale, California native. “As I remember, it was not until after the Meadow golf course was built that things reversed and we needed their assistance a couple of times.”

As for the birding element, the property is not limited just to residents of Kachina Village and Forest Highlands. The Wetlands is open to bird watchers from all over the world. The Northern Arizona Audubon Society, (NAAS) based in Sedona, extolls the virtues of the birding aspect the Wetlands generated,“The Wetlands is this “global hotspot,” which is one of the most birded spots within the NAAS’ boundaries. Flagstaff birders have found 247 species and are often rewarded with rare birds such as: American Bittern, Sabine’s Gull, Greater White-fronted Goose and dozens of others rare species. The Arizona Watchable Wildlife Experience expands on the viewing experience with details on their website,“There are interpretive signs that describe the wetland ecosystem and wildlife you may find…bald eagle, osprey, wading birds, songbirds, elk, deer and fox. Expect to see migratory birds year-round and elk in late summer and early fall.”

Strauss further explained the value of the partnership with KVID and one of the critical benefits it provides for residents today. “We eventually made a hard-plumbed connection between our two fresh water systems for our mutual benefit during emergencies. This connection can include supplying water for firefighting rather than just domestic or golf course irrigation supply issues.” Looking back at his role and contribution to Forest Highlands, Strauss proudly shared, “I feel best about being able to develop and maintain a mutually beneficial relationship between the two utilities. It’s not often you get to do something that is an environment plus and economic benefit to both communities. It was not always easy, but we persevered with a cooperative attitude,” Strauss concluded. “It worked then and it still does today.”

Recommendation: Next time your family or guests visit Forest Highlands, accompany them to the Kachina Wetlands. They – and maybe your dogs - will thank you time and again. Directions to the Wetlands from inside Forest Highlands. From the entrance, take a left at Griffiths Spring on Bear Howard. In approximately ¾ of a mile, take a left on Paleo Place. Follow the Utility Road and park on the dirt path. There are small openings in the fence to enter single file.

TIMELINE January 23, 2023- Board of Directors Meeting

Approval given for GM/COO to sign the contract with Western Technologies for preliminary geotechnical engineering services for freshwater and wastewater storage tank projects at a cost of $4,900. April 25, 2023- Board of Directors Meeting Discussion on pending utility infrastructure projects (freshwater and influent tanks) and the need for civil engineering work before finalizing cost estimates. These projects to be included in the upcoming Five-Year Projection. May 18, 2023- Utilities/Public Works Committee Meeting Western Tech has completed drilling, awaiting a final soil report for tank construction. Preliminary Engineering Report (PER) and environmental impact study required before construction. June 15, 2023- Utilities/Public Works Committee Meeting Still awaiting the geological survey. Project timeline discussed, with dirt work potentially starting in October. Review of bids and verification of water and gas lines. July 20, 2023- Utilities/Public Works Committee Meeting Discussed and favored Pacific Tank proposal. Proposed site survey and site plan to ease cost estimation.Approval of $120,000 for site survey, site plan, and earthwork foundation for freshwater tank. Approval to go forward with Pacific Tank as the tank contractor. July 24, 2023- Board of Directors Meeting Authorization for $120,000 expenditure for site survey, site plan, and earthwork foundation for the freshwater tank. August 17, 2023- Utilities/Public Works Committee Meeting Received site survey information. Approval of SWI Agreement and budget ceiling for site work. Expectation to start moving dirt this year, with potential increased costs due to the high rock content. Estimated project cost initially $5.6 million. Dilligence by Lindsey Church and Kurt Martin has reduced this to under $2.3 million. August 28, 2023- Board of Directors Meeting Reviewed and discussed project cost breakdown. Proposal from Pacific Tank for the freshwater and wastewater storage tanks approved for a combined cost of $1,154,000. Final component details pending review. October 2, 2023- Utilities/Public Works Committee Meeting Reviewed project budget sheets. Discussed the need for a down payment to start the tank building process. Recommendation to Board for $400,000 advance in 2023 for tank down payment and site work by Wespac. Request for $247,000 to initiate work by Wespac. Contingency funds recommended at $100,000 for 2024 budget. October 6, 2023- FINANCE Committee Meeting Finance Committee recommends approval of tank acquisition and installation projects including $400,000 advance for down payment and site preparation to Board of Directors. Board of Directors unanimous approval received.

UTILITY INFRASTRUCTURE IMPROVEMENT PROJECT

PURPOSE OF THE PROJECT To support and enhance the infrastructure by adding (1) 500,000 gallon freshwater storage tank and (1) 300,000 gallon influent storage. • With two tanks, our potable water and waste water systems will have increased redundancy and capacity. The influent tank is needed to keep up with the increased waste from additional houses being built in FHGC. • The fire risk has increased over the years. A second tank will provide additional redundancy for our fire hydrants improving the safety of the homes. COST - $2.3 Million  In 2021 we received an initial estimation of $13 million from Daniel B. Stephens & Associates - since then, the FHGC Ulitilites Department has completed some items at a much lower cost. The secondary estimate from consultants was $5.6 million. It is now anticipated that the total cost of the project will come in just under $2.3 million In our three-year projection, we approved increasing the Reserve Fund budget by $400,000 a year, starting in 2024, to begin a multi-year replacement process of the underground utility infrastructure consisting of the sewer and fresh water pipes, and associated components. ESTIMATED COMPLETION DATE Site preparation begins Fall 2023 with tank construction beginning Spring 2024, weather permitting. Completion is estimated for early Summer 2024 to provide for the least amount of disturbance to the 2024 golf season. PROJECT APPROVAL PROCESS This project was recommended by the Utilities/ Public Works Committee and the Finance Committee and approved by the Board.

Option #2: Email List Interested in Snow Removal but do not want to be on our Priority List? Call us to be on our Email List! Our email list will consist of the first 30 people that reserve a spot. We will email you when a storm is coming, and give you the chance to schedule an appointment that will be available after we have completed our Priority List. This list will not guarantee an appointment at the time requested. Cost: $75/hour with an hour minimum every time we clear your driveway. Example of Email List: 1.Recreation Department looks at size and duration of storm 2.Recreation Department sends an email with all of the above information, and our available appointments 3.Member responds saying that they would like Snow Removal at this time, or that they would NOT like Snow Removal at this time 4.Recreation Department books an appointment for Member based on availability after Priority list has been completed Option #3: One Time Service You will have the opportunity to schedule on a one-time basis, but we will not be accepting emergency calls. Pets are not allowed on the Pool Deck, except if they are leashed at the temporary dog parking zone available at the Peaks Café (Recreation Center) from 7 – 9am if picking up coffee or breakfast to go. Smoking is prohibited on the pool deck.

Thank you to all who came out to support our efforts to raise a glass to all our members who have been affected by Breast Cancer..

Thank you for a wonderful season and especially to all those that took the time to fill in our tennis and pickleball survey. This is the time of year when we prepare the 2024 Budget along with the Calendar of Events. We also bring the season to a close by reporting to the Board by submitting our End of Season Critique. In essence, we access how the season went, prepare financials and programming for 2024, while ensuring our Pro Shops and facilities are prepared for the upcoming winter season. We enjoyed a beautiful morning on the pickleball courts on October 8 for our first DINK FOR PINK MIXER. Thank you to all who came out to support our efforts to raise a glass to all our members who have been affected by Breast Cancer. Many stories were shared, that brought to light how we are so tightly connected as a community.

Though we officially closed the Pro Shops and no longer service the facilities, we will leave up a few nets at both facilities for use before the snow arrives. Stay on Designated Paths if Possible Stick to marked trails and paths to reduce the risk of encountering hidden hazards. Wear Sturdy Footwear Proper footwear can protect you from sharp objects on the ground. Carry Basic First Aid Pack a small first aid kit to address minor injuries promptly. Be Mindful of Your Surroundings Keep an eye out for any debris or unusual objects on the ground and report any potential hazards to forest authorities. Inform Someone Let a friend or family member know your plans and estimated return time when venturing into the forest. Unfortunately, there are hidden dangers in the forest that are out of our control. Your safety is of utmost importance when exploring our beautiful national forest. We recently had an incident involving a member who encountered hidden old, barbed wire just outside the Forest Highlands property. To ensure your well-being, please take the following precautions:

SECURITY DEPARTMENT STATISTICS Each month Security Department staff receive, respond, and answer a wide variety of phone calls, reports, incidents, alarms activations, and medical emergencies while providing around-the-clock availability/ assistance to anyone working, living, or visiting Forest Highlands. Below is a snapshot for the month of August 2023 on a few items the Security Department responded to: • Burglary/Fire/Gas/Low Temperature/Flood/ Trouble/AC Power Failure alarms: 77

ALARM RULE All Forest Highlands homes are required to have an alarm system that communicates with Forest Highlands Security. Home alarm systems must be programmed to: • Detect fire/smoke • Send automatic daily (24-hour) test signals to monitoring station

ROAD CONDITIONS & WEATHER FOR FLAGSTAFF While Security monitors and provides road conditions for Forest Highlands, it is difficult to keep up on highways/ interstates conditions leading to Flagstaff. If you are not aware of road and weather conditions, below are a few resources to help with road conditions and weather forecasts:

REQUIREMENT

The noted requirements are for the safety of the homes and Community. The importance of “Daily Test signals” provides the monitoring station with a notification when a home alarm does not send its automatic daily test signal. When home alarms fail to send an automatic test signal, Gatehouse staff are notified of the instance and will contact the respective Member(s) to assist with having the alarm system communicate properly. The action(s) needed can range from rebooting the alarm panel/alarm communicator, resetting routers/modems, or needing an alarm company to conduct a service call.

IMPORTANT

If your alarm system uses a phone line, VOIP phone or internet to communicate alarm signals it is imperative not to place those services on vacation/holiday when departing for the winter season. Disconnection of an active means of communicating alarm signals to the Security Department will be considered a disconnection of the alarm system itself and the owner will be subject to violation procedures.

• Firewise Safety checks for Zone 4 are set to begin in June 2024 and Lots 1-11 and 31-219 will have safety checks completed next season. Below are a few items that can be completed now to save time next year: • Remove pine needles from roofs and gutters (may also help reduce possibility of ice dams during winter months) • Limb dead branches on trees when dormant to avoid falling branches on houses during winter months (may also help reduce sap accumulation on porches and decks) • Remove tall, dried grasses/flowers from property and get a jump start on HOA rule 2.30 Maintenance of Lots and Homes The new zone numbering is reflected in the updated version of the “ Forest Highlands Emergency Evacuation Plan ” booklet. It is available on the FHGC member website, in the mailroom, and in the Canyon Clubhouse lobby.

Please help the Security Department update your electronic dwellingLIVE resident/guest profile. A few reasons records are inaccurate: • A new vehicle is purchased, and someone moves a transponder from the sold vehicle to the purchased vehicle. It is important to update Security with the vehicle(s) change. • Windshield replacement. It is important to let Security know the transponder was not taken off the replaced windshield because the transponder remains active and could be used for unauthorized access into Forest Highlands. • Acquiring a vehicle and placing a new transponder on the vehicle; normally this means a vehicle has been sold. It is important to update Security so the sold vehicle can be removed from your personal dwellingLIVE profile. This type of action prevents unauthorized access to Forest Highlands.

Turn water off in your home and drain the pipes. After draining the pipes close the faucets.

Some Members turn water off at the street. While this is preferred by some, locating outside valves during the snow season results in challenges (including jeopardizing safety) for home owners and Forest Highlands employees.

KEEPING YOUR HOME SAFE IN THE WINTER

Set thermostats at 55, it is good for appliances and prevents freezing of pipes if water remains in the pipe.

Turn hot water heaters to vacation or low (keep them lit).

Unplug recirculating pumps

Leave sink cabinet doors open

Lock doors and windows

Security monitors 911 dispatches and responds to emergencies inside the community for the purpose of supporting emergency first responders, members, guests, and employees. If you have a medical emergency call 911 immediately and request medical attention. Please refrain from stopping at the Fire Station on property if you have a medical emergency. They are also responsible for emergency calls outside of the community and may not be available to assist when you need it most!

As many members return to their winter homes they will be covering furniture and other miscellaneous items on their lots. Please remember to use Forest Highlands Development Standards “COMPLIANT” covers/tarps, which are either brown or clear.
