Dear Fellow Members:
At the November 20, 2023 Board meeting, the new officers were elected for the 2024 calendar year for the Association and Utility companies. The officers for the Association are: President – Dave Stearns Vice-President – Jeff Schrock
The Wastewater Treatment Plant roof repair is also in progress. We have been informed by Highlands Fire District the
slash piles along 89A and the Meadow will be burned this winter once we have received sufficient snowfall and we have received our Certificate of Recognition as a Firewise Community for the 2024 calendar year. One of the most important tasks accomplished during the November Board meeting is review and approval of the Operating and Capital & Reserve budgets for 2024 as proposed by the Leadership Team and recommended by the Finance Committee. The board reviewed the budget presentation in detail. The budget includes specific price increases in services and products to ensure fair and competitive price-to-value ratios. The board carefully weighed options and opportunities for expense reductions as well as the potential of generating additional revenues. There was lengthy discussion on the proposed increase to the House Watch service fee. After various suggestions, consensus was reached on raising the fee from the current $60/month to $125/month. These targeted increases in revenues assist in offsetting operating expense increases related to fuel, utilities, food prices, inflationary impacts and continued supply chain constraints. Labor and related payroll and personnel costs comprise 71% of our annual expense budget so the impact of the 3.5% mandated increase in the Flagstaff minimum wage for 2024, the salary and benefit package provided to the new GM/COO, and the pressure of the Flagstaff labor market results in the approved operating dues increase for 2024 of $60 (5.7%). The review of the Capital budget noted there are 32 NOCC’s budgeted and the fee is proposed to be increased by 5% to $105,000. There are 10 Special Memberships budgeted

Dates for the monthly Board meetings, the Annual Member Meeting and Town Hall meeting for calendar year 2024 were approved and will be added to the Member Event Calendar on the website and in the printed Season Calendar of Events. Other topics discussed during the Board meeting included a modification to the winter dining hours at the Meadow beginning in December to be open for dinner on Thursdays and to be closed on Sundays due to minimal business at the Sunday brunch. Waste Management has notified us they will be increasing the monthly cost for home trash and recycle service effective 1-1-2024. Home trash will now be $13.25 per month and the voluntary home recycle service will be $9.00. This is the first increase in the fees since 2015 and is a result of increased environmental fees, labor expenses and fuel. The warm and dry weather in October & November has been advantageous to our construction projects and we are making excellent progress on both the tennis and restroom buildings. Concrete footings will be poured for the tennis pavilion and the exterior walls on the restroom will be up by mid-December.

and the cost of a Special will also increase to $105,000. The Special Legacy price will remain at $25,000. The board evaluated and concurred with several recommendations made by the Finance Committee to reduce contingencies and expenditures in both the Capital Fund and the Reserve Fund. The budgeted ending balance in the Capital Fund at 12-31-2024 will be $2,722,198 and the budgeted ending balance in the Reserve Fund at 12-31-2024 will be $7,076,303 which includes $464,337 in the Infrastructure Fund. There was discussion of the recommended $100 increase in the dues reserve allocation and the continuation of the philosophy that the allocation offset annual depreciation expense to ensure the balance in the Reserve Fund continues to increase each year as NOCC fees are retained in the Capital Fund for aspirational new capital items. As provided in the Declaration of Covenants, Conditions and Restrictions for Forest Highlands, Section 6.3; the Regular Assessment required to cover the Common Expenses for maintaining and operating the community, as well as providing adequate reserves for the replacement of physical assets is established at $1,410 per member per month and is effective as of January 1, 2024. Please see pages 4-5 for information on how to participate in the annual Prepaid Dues Program and watch for an email coming out next week. The 2024 Operating Budget and the 2024 Capital & Reserve budgets are available for member review on the main landing page of the Member website. On behalf of the Board, we extend special thanks to Michelle Arena and Marian Paoletti for their service on the board and as committee chairs. Their dedication and care for their fellow members and our community were evident and we appreciate their commitment to the betterment of our Club. The golf courses may be closed but there is still plenty to enjoy at the Club. Please take time to peruse this issue of the Voice for dining, recreation and wellness activities throughout the upcoming Winter. We received a first dusting of snow last week with more expected prior to the holiday so be sure to make plans for our winter holiday activities including the Dickens Dinner and New Year’s Eve festivities. 2024 ANNUAL PREPAID MEMBER ASSESSMENT PROGRAM The Board of Directors has approved the continuation of the Prepaid Regular Assessment program for 2024. The prepayment program offers the convenience of paying your monthly assessment for the entire year in advance. This program has provided needed cash flow for the Association, and has been helpful for members in avoiding late fees and the convenience of writing one annual check. Additionally, the Board of Directors approved the continuation of the Guest Token Incentive Program to encourage members to prepay their dues.
What is the Guest Token Incentive Program? Members who prepay their annual assessment receive four Guest Token credits posted to your Credit Book, which can be redeemed for EITHER four (4) complimentary guest rounds of golf, OR four (4) complimentary House Guest Cards good for up to two weeks each. This is a value of up to $800.00. Simply notify the Golf Staff at the time you want to use one of your Guest Token credits for a Guest Round OR notify the Admin Staff at the time you want to use one of your Guest Token credits for a Guest Card. How to participate To qualify for the program, your payment of $16,920 ($1,410 * 12 mos.) must be received by the Administration Office no later than January 25, 2024. Your four (4) guest token credits will be available for your use on your Member Account immediately upon receipt of your payment. To take advantage of this program, there are three options for prepayment.

Use of Guest Token Credits are subject to the following Rules
1. Members who still have physical tokens must now bring the token to the Administrative Office to be converted into Guest Token credits. Physical tokens will NOT be accepted in the Golf Shops. 2. Physical Tokens are not replaceable if they are lost. 3. Members must inform the Golf staff at the time of purchase to redeem a Guest Token credit for an Accompanied Guest Round. 4. Credits may only be used for one round of accompanied guest play regardless of whether it is used at the family rate or the full guest rate. Cart Fees are included . 5. The program allows Guest Token credit use for Golf throughout the entire season, with the exception of holiday weekends. 6. Members must contact the Admin Office at the time they wish to use a Guest Token for the creation of a Guest Card. Credits may only be used for one Guest Card regardless of whether it is used for an Immediate Family or House Guest.
7. Guest Token credits are transferrable to another member upon written request.

REFLECTION ON 32 YEARS December 2023 Patty Ashbrook shares her FHGC memories and next chapter

I am not interested in being remembered for doing something positive, but would be humbled if I were remembered for being something positive. -Patty Ashbrook
A time capsule from 1992 and significant events that took place that year:
• A text-based Web browser was first made available to the public. Within a few years, millions became regular users of the World Wide Web
• Academy Awards: Best Picture,‘Silence of the Lambs’ • Johnny Carson hosts ‘The Tonight Show’ for the last time • Unemployment was at 7.5% • Patty Ashbrook hired at Forest Highlands
On December 31, 2023, Patty Ashbrook will officially retire from Forest Highlands. In an October interview, Patty shared memories of her 32 –year career and what comes next in her life.
What initially brought you to Arizona?
It was March of 1991. My husband, Buck and I got married in August 1990 and were living in Puyallup, in western Washington.
I told him I hadn’t seen the sun since September and having lived in California, I really needed sun. My oldest sister lived in Flagstaff. My mom was moving to Arizona to be closer to my sister and brother, who worked for the State Land Department of Arizona. Mom suggested we follow her. At the time, I was working for a large retail company and Buck was a volunteer firefighter. The company allowed me to transfer and keep my position. My brother said he could get Buck a job working wildland fires in the summer. We no longer had ties to Puyallup, so we packed up and moved to Flagstaff a couple of months later.
How did you first learn about Forest Highlands?
It was from the newspaper, the Arizona Daily Sun. I saw an advertisement for a position of Administrative Assistant at a place called Forest Highlands. I knew nothing about it, but it sounded interesting, so I applied for the position.
I interviewed with Carla Doarn, the Controller at the time and Vanessa Gurule, the Membership Coordinator. We had so much fun in the interview, connections were made and our personalities mixed well. I later learned from them that my hiring had nothing to do with my qualifications, but they felt I was the best fit because of my personality. continued on next page >>>

You have had many roles in your career (Administrative Assistant, Controller, CFO and GM). What are the skills that you feel contributed to your success? Patience is the first thing that comes to my mind and others have told me I’m a good listener. My ability to be open-minded and see the big picture helped me in my roles here, especially as CFO and GM. I like to see how all the different parts work together, to create a cohesive whole. Those things helped me throughout my career and as far back as my undergraduate work at the University of Redlands. From the beginning, I wanted to know how the Club worked. I wanted to know everything there was to know about this place and what it does. My mentors were Carla Doarn and Nora Hannah, the first General Manager at Forest Highlands. Nora was my inspiration to become GM at some point. It was her interactions with the members, the staff and how she dealt with everything that was inspiring. What kinds of things did you take away from the addition of the Meadow development to Forest Highlands? When the membership purchased the Meadow and built the clubhouse, golf course and amenities, it was a major construction project, but I received a lot of help throughout. The chance to work with all the contractors, the DMB staff, all the people involved in the project, it was all interesting to me and a great education. My dad had been a plumber and general contractor so I grew up around seeing plans and visiting job sites. Having the chance to work with Bill Strauss as head of utilities, his department, the wastewater treatment, the roads, common areas, it was very helpful. As Controller,it was myresponsibilityto ensure the communications network,phone, internet, data network and computers connected with the other clubhouse. It was a lot of technical information. It added all that to my experience and helped round out my knowledge of the community.

Was there a specific event that took place over your career that is particularly memorable?
That is a hard question for me, because I don’t hang on to stuff. I focus on the present and the future. But I will never forget the 4th of July picnic in 2021. It was the first big event after the pandemic.
We had over 2,000 pre-registered. It was the biggest celebration ever. The team was all ready to go. And…as people started showing up, there was this giant black cloud forming right over our heads. My thoughts were it might be a downpour and then clear up shortly after as monsoons typically do. The weather app on my phone said rain would start at 4:30 pm, but it was expected to stop at our location 30 minutes later. But then… the first giant drops began and everyone started seeking shelter, first under the tents. Then there were lightning bolts and cracks of thunder and everyone headed into the Canyon Clubhouse. Shortly, there were 2,000 family members trying to fit upstairs in the clubhouse as it continued to pour down rain.
The staff was scrambling for towels, we pulled every towel we could find. Our food and beverage team was literally carrying food out of the kitchen on dinner plates. They had to weave their way through and around people to make sure we were able to feed everyone. It was the most memorable, 4th of July or any BBQ event, for sure. Anyone who was there will remember it for years to come. I know I will.
Once you leave Forest Highlands what will fill your hours and days?
Buck and I love to travel, but we don’t like camping, so we now own a new 38-foot 5th wheel. We want to take our time to travel all 50 states and learn more about the diversity of our country. We have also thought of visiting the Canadian provinces since we have family living in Canada. Also, my older son and his wife are starting to plan on having children. That was another driver on picking the date for my retirement. I didn’t have my grandparents around when I was younger and I want to be a present and active grandma for my own future grandkids. I also love working with people. I do see myself eventually working again after taking time to decompress. I need the personal interaction. I will likely do some volunteering, maybe working part time at a winery or because I am avid reader, maybe working at a bookstore.
As you leave Forest Highlands, how would you like to be remembered?
Someone who is dependable, calm, focused, trustworthy, authentic. Someone who always spoke and acted truthfully and fostered a culture promoting, accountability, civility and equity. I am not interested in being remembered for doing something positive, but would be humbled if I were remembered for being something positive.

FOREST HIGHLANDS LEGACY SPECIAL MEMBERSHIP PROGRAM
Do you have a family member who loves Forest Highlands as much as you do? Perhaps your brother-in-law or parent is an avid golfer, but they don’t want to purchase property? Immediate Family members have an opportunity to become a member at a reduced cost under the Special Membership category as a Legacy Special Member.
Legacy Special Members are subject to the same rights and obligations as Special Members of the Association as set forth in the Amendment to and Restatement of Declaration of Covenants, Conditions and Restrictions for Forest Highlands, as amended from time to time (the “Declaration”), the Articles of Incorporation, Bylaws, and Rules and Regulations of the Association. Legacy Special Members are responsible for paying all Regular, Reconstruction, Capital Improvement and Special Assessments. The monthly dues rate for a Legacy membership is the same as the Regular membership at $1,410 per month for 2024.
Legacy Special Memberships are available for purchase by the immediate family of existing Forest Highlands’ members in good standing with the Club. Immediate family is defined in the Association Rules as parents, grandparents, children, grandchildren, siblings, parents-in-law and siblings-in-law. This is a great way to continue the membership privileges for your children who are now over the age of 25. They can become full-privilege members and you no longer have to pay for their guest fees!
Legacy Special Memberships are also available for purchase by former Forest Highlands’ members who either sold their property or resigned their membership within the previous six months. Former Forest Highlands members are eligible to purchase at the Legacy rate as long as they would qualify under the same conditions as for an Exemption from the New Owner Capital Contribution Fee.
Anyone interested in purchasing a Legacy Special Membership must fill out and submit the Special Membership Purchase Agreement and Special Membership Application Form. These forms can be obtained by contacting the Administration Office at 928-525¬9014 or by email at membership@fhgc.com.
The cost for a standard Special Membership (available to non-family members) is $105,000 effective January 1, 2024.

The person reporting an alleged violation must state their first and last name and this information is required to be sent to the party who is accused of the violation upon written request.

ALARM RULE All Forest Highlands homes are required to have an alarm system that communicates with Forest Highlands Security. Home alarm systems must be programmed to: • Detect fire/smoke • Send automatic daily (24-hour) test signals to monitoring station
ROAD CONDITIONS & WEATHER FOR FLAGSTAFF While Security monitors and provides road conditions for Forest Highlands, it is difficult to keep up on highways/ interstates conditions leading to Flagstaff. If you are not aware of road and weather conditions, below are a few resources to help with road conditions and weather forecasts:
REQUIREMENT
The noted requirements are for the safety of homes and Community. The importance of “Daily Test signals” provides the monitoring station with a notification when a home alarm does not send its automatic daily test signal. When home alarms fail to send an automatic test signal, Gatehouse staff are notified of the instance and will contact the respective Member(s) to assist with having the alarm system communicate properly. The action(s) needed can range from rebooting the alarm panel/alarm communicator, resetting routers/modems, or needing an alarm company to conduct a service call.
IMPORTANT
If your alarm system uses a phone line, VOIP phone or internet to communicate alarm signals it is imperative not to place those services on vacation/holiday when departing for the winter season. Disconnection of an active means of communicating alarm signals to the Security Department will be considered a disconnection of the alarm system itself and the owner will be subject to violation procedures.

We received our Certificate of Recognition from the National Fire Protection Association noting we have completed the Firewise USA program requirements and are in good standing for the 2024 calendar year.
• Firewise Safety checks for Zone 4 are set to begin in June 2024 and Lots 1-11 and 31-219 will have safety checks completed next season. Below are a few items that can be completed now to save time next year: • Remove pine needles from roofs and gutters (may also help reduce possibility of ice dams during winter months) • Limb dead branches on trees when dormant to avoid falling branches on houses during winter months (may also help reduce sap accumulation on porches and decks) • Remove tall, dried grasses/flowers from property and get a jump start on HOA rule 2.30 Maintenance of Lots and Homes

PREPARING YOUR HOME FOR THE WINTER
Turn water off in your home and drain the pipes. After draining the pipes close the faucets.
Some Members turn water off at the street. While this is preferred by some, locating outside valves during the snow season results in challenges (including jeopardizing safety) for home owners and Forest Highlands employees.
Contact your Landscaping company to winterize your irrigation system to prevent freezing and broken lines
Set thermostats at 55, it is good for appliances and prevents freezing of pipes if water remains in the pipe.
Turn hot water heaters to vacation or low (keep them lit).
