and the cost of a Special will also increase to $105,000. The Special Legacy price will remain at $25,000. The board evaluated and concurred with several recommendations made by the Finance Committee to reduce contingencies and expenditures in both the Capital Fund and the Reserve Fund. The budgeted ending balance in the Capital Fund at 12-31-2024 will be $2,722,198 and the budgeted ending balance in the Reserve Fund at 12-31-2024 will be $7,076,303 which includes $464,337 in the Infrastructure Fund. There was discussion of the recommended $100 increase in the dues reserve allocation and the continuation of the philosophy that the allocation offset annual depreciation expense to ensure the balance in the Reserve Fund continues to increase each year as NOCC fees are retained in the Capital Fund for aspirational new capital items. As provided in the Declaration of Covenants, Conditions and Restrictions for Forest Highlands, Section 6.3; the Regular Assessment required to cover the Common Expenses for maintaining and operating the community, as well as providing adequate reserves for the replacement of physical assets is established at $1,410 per member per month and is effective as of January 1, 2024.
