It is difficult to provide an evacuation plan applicable for all emergency situations, especially for a wildfire. The National Forest Service believes a wildfire approaching Forest Highlands would most likely approach from the Southwest because of the northwesterly prevailing winds. Because of this likelihood Highlands F.D. and Forest Highlands Security have developed an evacuation plan that is believed will successfully provide a safe evacuation.

EARLY EVACUATION - PRIOR NOTIFICATIONS If you decide to evacuate prior to being notified by fire or law enforcement personnel, leave your home as fire resistant as possible by preparing it as described on page 10 and 11. Also, notifying the security gatehouse of your evacuation is information that will be provided to the fire and law enforcement authorities should an evacuation be ordered. EVACUATION NOTIFICATIONS Fire and law enforcement officials along with Forest Highlands personnel going door to door will do evacuation notifications. The very best way to get notification of an evacuation is to sign up for the Ready. Set. Go. Program through the Coconino County website. The golf course lightning warning system may also be sounded. Fire officials will mark each home with a colored tape to signify the home is completely evacuated. Remember, you cannot be forced to evacuate your home; however, once you have left, you can be prevented from returning until the area has been determined to no longer be an emergency area.

If your home is threatened by wildfire, you may be contacted by a fire or law enforcement official and advised to evacuate. If you are not contacted in time, or if you decide to stay in your home, the following is suggested: • If you evacuate your home do not lock

the doors as this will allow fire authorities to enter the home if necessary.

• Do not attempt to fight a wildfire.

WHAT VALUABLES DO I TAKE? What valuables you take with you during an evacuation will depend on the time you have. You may only have time to take important papers and mementos. Be sure to determine this prior to facing the danger of fire. If you have time, place other valuables you cannot take inside an interior closet.

GET FAMILIAR WITH THE EVACUATION MAP If a wildfire approaches Forest Highlands from the south or southwest (depending on intensity, weather conditions and fire resources) evacuation may be necessary for all of Forest Highlands. If an evacuation is ordered, the approach will be dictated by the situation. It is important to familiarize yourself with the Forest Highlands Evacuation map in this document; the map is also on display throughout Forest Highlands and the website. EMERGENCY SHELTERS If evacuation is necessary, the fire authorities shall arrange

for an emergency shelter center where all residents may go if they wish. The shelter center will be prepared to provide shelter, food and sleeping accommodations for residents until the emergency passes.

CHILDREN IN RECREATION PROGRAMS Once any residents of Forest Highlands have been requested to evacuate because of an emergency, all children in the care of Forest Highlands Recreation staff will be evacuated to the emergency shelter center designated by the fire authorities. If the Forest Highlands Recreation Staff has care of children off Forest Highlands property, they will immediately proceed to the designated shelter upon learning of the evacuation. The Forest Highlands Recreation staff shall stay with the children at the shelter until each child is re-united with their parents or the emergency situation is recalled. If the emergency is recalled, the children shall be returned to the Forest Highlands Clubhouse and cared for until re-united with their parents.

PRACTICE SAFETY & REPORT VIOLATIONS

Diligent and aware community members are key to Forest Highlands being safe from fires.

Maintaining your alarm system, to include ensuring it communicates with the Security Gatehouse is required. All home alarm systems are required to be programmed to detect fire/smoke and conduct daily test signals which are the minimum requirements as stated in the Association Rules.

A “Red Flag Warning” is determined by local fire authorities and is issued when the fire danger ranges from high to extreme and the wind exceeds 25 MPH. When a fire starts under these conditions fire authorities expect extreme fire behavior and difficulty in stopping its spread. Due to the heavily forested area within and around Forest Highlands a Red Flag Warning is initiated when fire danger reaches “high” with winds of a lesser degree. This precaution provides us with an added degree of safety and insures the community is aware of the dangerous conditions. During a Red Flag Warning, please observe the following restrictions and recommendations: • Smoking is only permitted in homes and closed vehicles. Smoking is not permitted on the golf courses or open areas. • No open fires, no fireplace fires, no barbecue fires with charcoal. Gas barbecues are permitted. • No entry into National Forest areas. • No gas powered chain saw use without spark arrestors. • Do not drive vehicles in tall weeds. • No operating welders or other torch devices outdoors. All residents should be familiar with the location of the three (3) emergency exits in addition to the main Security gate. It is important during an evacuation to follow the instructions of the traffic control officers and/or posted “E” signs (Evacuation Direction) on the roadway. Traffic control officers and “E” signs will be positioned at integral points along evacuation routes during any emergency situation. Emergency Exits Include: • Dirt track at the intersection of Lindberg Spring & Griffiths Spring through the fence northbound to Highway 89A • Emergency gate at the end of T.A. EVACUATION ZONES

On June 9, 2023 a meeting of the Firewise Committee, Highlands Fire Chief Todd Miller briefed the Committee on the new Coconino County Evacuation Zones. To further enhance emergency messaging to the public, the evacuation zones focus on neighborhoods, communities, and residential areas throughout the county. Using pre-identified zones, this project builds on the existing Ready, Set, Go Program and was developed with area partners to enhance pre-evacuations and evacuation messaging. This is a joint partnership with the U.S Forest Service, local fire districts, and the County GIS department. Every effort has been made to make these evacuation zones available to the public. See below.

READY – Prepare Now Be aware of the hazards that can threaten your community. • Register with your county emergency notification system. • Connect with your Emergency Management/Sheriff’s Office on social media. • Take steps now to prepare for seasonal threats. • Make a family communication plan that includes family phone numbers, out-of-town contacts and family meeting locations. • Assemble an emergency supplies kit (Go Kit). Start with the five P’s; people and pet supplies, prescriptions, papers, personal needs and priceless items. • Check with your neighbors, family, friends, and elders to ensure they are READY. • Keep up to date on local news, weather watches and warnings. SET – Be Alert There is significant danger in your area. • Residents should consider voluntarily relocating to a shelter or with family/friends outside the affected area. • Grab your emergency supplies kit. • Keep in mind unique needs for your family or special equipment for pets and livestock. • Stay aware of the latest news and information from public safety officials. • This might be the only notice you receive. Emergency services cannot guarantee they will be able to notify everyone if conditions rapidly deteriorate. Be SET to GO.

GO! – Evacuate Danger in your area is current and life threatening.

• Residents should evacuate immediately to a shelter or with family/friends outside of the affected area. • If you choose to ignore this advisement, you must understand emergency services may not be able to assist you further. • Follow instructions from emergency personnel, stay on designated evacuation routes and avoid closed areas.

• Prescriptions with dosages, medicines, medical equipment, vision and hearing aids, batteries and power cords. • Papers including important documents (hard copies and/or electronic copies saved on external hard drives or thumb drives), insurance papers, contacts. • Personal Needs including clothing, water, baby supplies, food, cash, credit cards, first aid kits, phones, and chargers. Items for people with access and/or functional needs, such as older adults and children. • Priceless items including photos, irreplaceable mementos and other valuables.

HOME PREPARATION FOR WILDFIRE Over time residential areas have infringed into the wildlands creating potential for disastrous fires that have destroyed homes and property located in our forested areas. You can minimize danger to your family and property by pre-planning your actions while making your property fire resistant. Thin your property vegetation according to the Forest Highlands Firewise standards. The following are guidelines and steps you can take to safeguard your family from the effects of a wildfire:

OUTSIDE YOUR HOME Remove combustible items from around the structure well in advance of a possible fire. This includes lawn furniture, umbrellas, and tarp coverings. If they catch fire, the added heat could ignite your home. • If possible close outside attics and vents. This will eliminate the possibility of sparks blowing into hidden areas within the structure. Close windows and shutters. • Position garden hoses so they will reach around the structure. Use a spray-gun type nozzle. • A variety of local companies including Forest Highlands Recreation Concierge Services can provide yard cleanup to help remove combustibles. • Pine Needle Pickup is offered each summer season. Simply place pine needle bags along the roadside near your address marker. Our FH trash service provider picks them up for a fee.

INSIDE YOUR HOME Close all windows and doors to prevent sparks from blowing inside, but do not lock them. If firefighters arrive to help save your home, they may need instant access. Leave the premises as soon as this is completed. • Close all doors inside the house to block the circulation of air and movement of fire from room to room. • Open the damper on your fireplace to help stabilize outside/inside pressure, but close the fireplace screen so sparks will not ignite the room. • Turn on a light in each room of the house, the porch, in the garden and in the yard. This will make the house more visible in heavy smoke and at night. • Shut off propane gas at the tanks. • If you have time, take down your curtains. If you don’t have time to take them down, leave them open. Close all venetian blinds or fire resistive window coverings to reduce the amount of heat radiating into your home. • Move combustible items away from windows and sliding glass doors and into the center of the house. • Park your car in the garage, heading out; close car windows; leave the keys in the ignition. • Close the garage door, but leave unlocked and disconnect the automatic garage door opener. • Place valuable documents and mementos inside the car in the garage for quick departure, if necessary. • Store flammable or hazardous materials such as paint, solvent and thinners in proper safety containers.

DEFENSIBLE SPACE

ZONE 1 0 - 30 feet from buildings • Trim or prune shrubs/vegetation to a height of 2 feet and provide clear space around each plant of at least 4 feet. • Remove all flammable material from the ground, under decks, and around propane tanks. • Keep roofs and rain gutters free from leaves, pine needles, and other flammable debris. • All combustibles, i.e. firewood, picnic tables, trashcans etc., should be kept away from structures. • All shrubbery around structures should be fire resistant and well watered. Some shrubbery is much more flammable than others. Check with a plant specialist on which plants are least combustible.

• Landscaping should be maintained free from dead and dying plants. • Have a garden hose long enough to reach all parts of your home.

ZONE 2 30 - 100 feet from buildings

• Remove all vegetation that would allow flames to climb up vegetation or buildings. • Trim limbs a minimum of 6 feet from ground. • Create islands of shrubs, thinning them enough to walk between them. • On slopes greater than 20% gradient, treatment should be extended an additional 100 feet from structures. • Stack wood piles at least 30 feet from structures. Never stack firewood under decks or near your home.

Contact your local fire authorities for a free inspection of your property. They will assist you in determining trees for removal and/or forest debris to remove in order to make your property safer.
