At their meeting held this past Monday, March 28 the decision was made to postpone the implementation of double tee and shotgun starts to permit the newly formed Golf Committee to review and discuss their use. The Golf Committee will meet in earlyApril to provide adequate time for any required adjustments that may need to be made to the operations prior to implementation. Indications are however, that the shotgun plan at the Canyon will be for emergencies only, and the need for dual start at the Meadow will be monitored by the golf shop. Updates will be provided to the membership by email. The Association Rules, Information and Fees for 2022 were approved by the Board at the March 28 meeting and are available on the Member Website. Rule additions and changes were made to the following areas: Introduction; 2.2 Communications (new); 2.3 Social Media (new); 2.9 Attire (reformatted); 2.11 Design and Landscaping Review Process (update); 2.33 Holiday Decorations (new); 3.5 Vehicles; 3.6 Alternative Vehicles; 3.7 Speed Limits; 3.10 Alarm Monitoring; 4.4 Reservations and Cancellations; 5.2 Guest Play; 5.16 Immediate Family Guest Rate; 5.20 Advanced Tee Time Program (new); 6.2 Recreation Facility Guest Use; 6.9 Tennis and Pickleball; 6.15 Fitness Center; 6.17 Common Areas; and 7.2 Security Charges. New Rules and changes within an existing Rule are noted with yellow highlighting to make them easy to find. Over the next several issues of the newsletter, we will highlight some of the specific Rule changes. THANK YOU COMMITTEE VOLUNTEERS! We had a record number of members submit volunteer forms to serve on our committees for 2022. Due to the tremendous response, we were not able to add everyone who volunteered to a committee. Member input and feedback is critical to the success of our operations and our future so if you were not selected to serve, we hope you will always feel welcome to participate in board and member meetings, surveys and other means of member communication so we can continue in our pursuit of constant improvement. Mike Cahill, Board President Patty As brook, General Manager / COO The hot topic of discussion this past month was the change to weekend tee times as announced in the March Voice on page 10. We received several inquiries over the past month regarding the rationale for the changes and we heard from a number of members who were opposed as well as those who saw it as a positive change. Regardless of position, it is important to understand that any changes made to the golf operation are not done lightly or arbitrarily. A great deal of thought, planning and collaboration is done between the leadership team, especially when something as significant as double tee or shotgun starts are proposed, to ensure that all departments have enough time to work out how each operation might need to adjust to ensure successful implementation and maintain positive member experiences. Course access and tee time availability on the weekends has been an ongoing issue the past 2 summers at FH and across the golf industry. It seemed to be especially problematic last summer as Matt Bailey & I heard from both newer and long-time members that it was a particular area of frustration for many. It came up again in the recent member survey as course access/tee time availability was the lowest rated item in the golf operation section and there were numerous comments regarding how difficult it is to get tee times, especially on the weekends. Based on the feedback we had received and the number of times the issue came up, it appeared that there was a significant number of members who were unhappy with the current system. The leadership team strives to address issues that are brought to our attention with the ultimate goal of doing what is in the best interest of the majority of members. It was felt the decision to use double tees and shotgun starts was a feasible solution to address the tee time availability issue. After evaluating the feedback received and in consideration of the lifting of global pandemic travel restrictions, the Board felt it was important to take another look at the

and are far enough away from homes to mitigate noise disruption.

The meeting includes a report by the Association President on 2022 operations, a financial recap of 2021 results and 2022 year-to-date by the Association Treasurer, a real estate review by Legacy Real Estate Group, and a report by the Foundation President along with a Q&A opportunity at the end of the meeting. As mentioned in previous newsletters a number of projects were approved as part of the 2022 Capital Budget. These projects were discussed at length at the recent Board meeting. Due to the number of projects that have been approved and the timing of the projects all potentially beginning construction this fall/winter it was recommended that a General Contractor be selected to assist in the construction oversight process. We are eager to begin these facility enhancements and provide refreshed, improved and expanded amenities to the members. The final topic of discussion at the board meeting was the upcoming member vote for the replat of the sales office tract and the required CC&R amendment. As a quick reminder for our long-time members and for any of our newer members, the Director of Recreation and the Director of Racquet Sports first looked into adding Pickleball courts to the community in 2013. Each year as Pickleball continued to grow in popularity, we included the court project into our annual capital budget as well as the Five Year budget projection. We attempted to find the best approach to see how we could add courts to the community. Several locations have been discussed over the past 9 years including: (1) the Drew Annan Sports Park on Len Huck (where the volleyball court is currently positioned), (2) the area where the existing Dog Park is located off Andrew Douglass, (3) adjacent to the existing Tennis Courts 3 & 4 near Canyon Hole #7 green, (4) adjacent to the Canyon Maintenance Shop off Griffiths Spring, and (5) the Sales Office tract. These are the only locations within the community that could support the space requirements

In 2021 the Association hired The WLB Group to perform a site selection feasiblity study based on a series of criteria to determine the best location. Based on the analysis and recommendations in the report the Board unanimously decided to pursue the option of locating a dedicated pickleball facility at the current Sales Office location. The biggest challenge to turn this option into reality is the change to the current tract declaration which requires two- thirds approval by the entire membership. This past Monday, the board approved the new tract declaration wording for the plat and established a vote timeline of May 1 – June 1. Over the next 30 days,watch for emails providing additional information on the importance of casting your ballot and answering questions we have received regarding the necessity of the amendment to permit adding this highly desirable outdoor recreation amenity to our community. We are now only 28 days away from Opening Day and based on early indications we are expecting another busy summer. Our Easter Brunch on April 17 received a record 170+ reservations within the first 24 hours. Registration for many of our big summer events opens throughout the month of April. We anticipate the most popular events to sell out quickly so please be sure to watch for the official registration openings. Registration for Swingfest and the Couples Invitational begins today, April 1 and can be made through ForeTees or by calling the Golf Shop. Registration for dining special events such as monthly Wine Dinners, Holiday BBQ’s and The Taste of Forest Highlands generally open 30 days prior to the event and are made on the member website Event Calendar. Mark your calendar now to register for the Wine Dinner on May 19 (opens April 19) and the Taste of FH on June 11 (opens April 29).

MEMBERSHIP SURVEY REPORT #3 Click here

MEMBER SURVEY GOLF SECTION We are continuing with our initiative to share highlights from the Member Survey in the monthly VIP. This month we are featuring excerpts from Section 3 on the Golf Operation. As a quick reminder, 694 individuals responded to the survey representing 517 households or 61% of our 860 memberships. Of the total survey responses, 510 individuals completed the questions in this section and 194 provided written comments.

Rounds of Golf – Of the 510 survey respondents in this section, 72% (367 members) play 25 rounds of golf or less on the Meadow and 74% (377) play 25 rounds or less on the Canyon. Twenty-five rounds averages out to less than 1 round per week per course. Approximately 45 members (9%) play more than 40 rounds per year on either course. SatisfactionwithGolf Facilities - Members are well satisfied withmost aspects of the golf facilities at both locations. Ninety-eight percent of respondents are satisfied with the overall condition of the Meadow Course and 97% are

satisfied with the overall condition of the Canyon Course. Other areas of high member satisfaction include the condition of the ponds/water features on both courses, the Pro Shops (size and appearance), the practice facilities, the Meadow Course sand/short game practice facilities, the course restrooms (availability and condition) and the course snackbars (availability and condition). The lowest rated areas were course access/tee time availability with 31% to 33% dissatisfied and the sand/short game practice facilities at the Canyon Course (24% dissatisfied). Satisfaction with Golf Operations – Members are well satisfied with most aspects of golf operations. The only elevated dissatisfaction percentage is 17% for pace of play enforcement. However, as shown in the chart, pace of play enforcement typically receives a lower satisfaction rating at private clubs, and the 3.6 rating is slightly above the private club industry benchmark of 3.5.

The May VIP will feature the in-depth results related to the survey questions included in Section 4 Dining Operation. Speaking of surveys, we are re-launching the Member Insight quick survey that will be automatically emailed to you after visiting the club. The survey will be randomly generated so you will not receive a survey each time you visit, and it will be a single question to gauge your satisfaction with your most recent visit. If a response is less than stellar the appropriate staff member will be alerted for immediate follow up. We love to knowwhen we do something right, but we also need to know when we have not met your expectations so we can improve.

Wednesday – (Practice Round) Tee times may be made two weeks in advance at either course. Practice round tee times may begin starting at 10am - for tournament participants only. Cocktail party at the Meadow clubhouse from 5-7pm with pari mutuel wagering.

ELIGIBILITY: Member must have an established Forest Highlands handicap. Children under the membership (24 years of age and under) are not eligible to compete. Amateurs only. Guests must have a World Handicap System handicap in order to compete. Other handicap program handicaps will not be accepted.

FORMAT Thursday – Four Person Step-Aside Scramble Must use each player’s drive a minimum of three times.

ENTRY FEE: $880 per team. Entry into this event includes the practice round (can be scheduled up to two weeks in advance for no charge), opening dinner party, evening cocktail party during the shopping experience, 45 holes of tournament golf, cart fees, breakfast buffet and lunch on Wednesday, breakfast and awards luncheon on Thursday. Half of the entry fee will be charged one month prior to the start of the event. Members who cancel but are able to fill their spot with another team will be refunded. HANDICAPS July 1, 2022 handicap will be used. There is a maximum 10-stroke differential for this event. Handicaps will be at 90%, as recommended by the U.S.G.A. for this format. The course handicap of all four players in each match is reduced by the course handicap of the player with the lowest handicap, who then plays from scratch. All handicaps must be with the World Handicap System. If your partner does not have a handicap through the World Handicap System they will play to a 0 handicap.

Friday – Jack and Jill In this format two competitors play as partners, each playing their own ball. Partners are determined by male members playing with their male guest while female members play with their female guest. The lower score of the partners is the score for the hole. The scores of each two-person partnership will be added together to get the team score.

FIELD : 120 Players (30 Teams).

ENTRY FEE: $1350 per Team. Entry includes one practice round, two 18- hole rounds of competitive golf, cart fees, all food and beverage, and prizes. HANDICAPS Scramble format will be 15% of the combined team handicap. Jack & Jill format will be 85% of course handicap (Friday's round will be posted by the Golf Shop as Competition Scores). All handicaps must be with the World Handicap System. If your partner does not have a handicap through the World Handicap System they will play to a 0 handicap.

NEW RULE APPROVED BY THE BOARD ON MARCH 28, EFFECTIVE APRIL 1

5.20 Advanced Tee Time Program

Every Membership account will have 2 Advance Tee Time requests which can be made throughout the 2022 golf season. The ATT program allows members to request a Friday, Saturday or Sunday tee time up to 14 days in advance, by email rather than Foretees. The Pro Shop will reserve 10 tee times per day for this program, (5 at Canyon, 5 at Meadow) Friday 10:00am, 11:00am, 12:00pm, 1:00pm and 2:00pm, Saturday and Sunday 12:00pm, 1:00pm and 2:00pm. Requests can only be made via email to: golf@fhgc.com beginning at 7am sharp, 14 days or less in advance of the requested tee time. The request must list all names and identify status of each player, which course and must include AT LEAST ONE GUEST'S NAME. If more requests are received than available ATTs, a waitlist will be created using the email timestamp. If ATTs remain available at the 7day mark, they will be opened to the entire membership on Foretees. Once an ATT is reserved, it may be cancelled up to 7 days before the date of play and released to the waitlist/Foretees system and be used again at another time. If the ATT is cancelled or guest names are replaced with members between 1 and 7 days, the ATT is considered used. On the day of play any changes from Guest to member will result in the member being charged an Unaccompanied Guest Fee of $300 per player changed. This should keep the ATT requests limited to those who deem it especially important.

MEN’S HIGHLANDER LOTTERY AND WAITLIST SYSTEM

Men’s Highlander (Member-Guest) lottery registration begins June 1st and will run through June 7th. T he lottery will be held on June 8th at 12 pm.

Members that entered the lottery for the 2020 Highlander event that were on the wait list and did not play in the 2021 Highlander, have an automatic spot into the event. The remaining number of spots, after the waitlist participants, will be drawn from those that have entered the 2022 lottery.

The Forest Highlands Operation 36 Academy is for Couples, Men, Women, Juniors (ages 7 and up), & Future 36ers (ages 4 to 6). Classes for Adults that include ladies, couples, and gentlemen will be on Tuesdays or Saturdays, and for Juniors (Ages 7 & Up) & Future 36ers (Ages 4 to 6) on Sundays. We use the Operation 36® framework to structure the program. It consists of Coaching, Playing, and Training programs and is designed to teach golfers to play the game from a hole- out perspective. Golfers will learn the game in a weekly group class where our coaches will progress students through the 10 level Operation 36 curriculum. Golfers will also participate in a twice-amonth 9-hole event we call "Socials" where they will challenge themselves to shoot 36 or better for 9 holes starting from 25 yards from the green. PRICING $360 for 2 months or $215 for 1 month. $50 (once a year) registration fee. Each month includes 4 classes and 2 (9) hole events.

Lengthen and strengthen in this fun Pilates fusion class! The instructor will guide participants through a Pilates circuit, alternating between Reformer and Mat exercises. Dear Members, Even though the snow is still on the courts as I type, the warming weather and blue skies tell me that summer is just around the corner and with that, fun on the courts! I am excited to welcome Garrett Lackey, USPTA Professional to our team this season. Garrett was born and raised in the Blue Ridge Mountains of North Carolina. He graduated from Lees McRae College, Banner Elk, NC in 2017 with a degree in business administration and finance. Garrett played #1 and #2 singles and #1 doubles for the Bobcats, a NCAA Division II school. He is a USPTA certified tennis professional and an IPTPA pickleball professional and has been teaching tennis for 9 years and pickleball for 4 years. Since graduating college, Garrett splits his time between North Carolina, where he held the position as Head Professional at Elk River Club, and in Florida, where he is the Head Pro at the Boca Bay Pass Club. In his free time, Garrett enjoys hiking, backpacking, music, and golf. Garrett will lead the Junior Development and Excellence Program along with assisting with pickleball and some adult clinics. He will also be available for private and small group lessons.

As we look forward to the expansion of our Pro Shop facility at the

end of the season, we must all recognize the importance of voting as a Club to build permanent pickleball courts. If we do not get a 66% vote from our membership, we will continue to have to share our tennis courts with the pickleball community, that has been growing in leaps and bounds (39% 2021) along with tennis, that too has been growing exponentially (22% in 2021). Dear Members, We are so excited for the season to begin and with it, the promise of warm days and fun to be had on the courts. As per last season, we have lots of pickleball play scheduled. Once again we will have drop-in (5) days a week, along with added afternoon times. Saturday’s will be clinic day with Beginner 101, 102 and themed Intermediate Clinics for example: The Soft Game, How to Transition Patiently, How to Beat the Bangers. We look forward to having Dink & Play Thursday Mixer’s and new this season, Sunday Club Leagues along with a new Social League with Continental and Flagstaff Ranch. As always, our Pickleball Shoot-Out will show case the best of our members in each level. I am grateful to welcome local Flagstaff resident and Pickleball Pro, CJ Hoyt, to our team this season. CJ will come on board to assist with Sunday Intermediate Drop-In, Clinics, mixers and more and will also be available for private and small group clinics. As pickleball players, you need to get every one of your friends and fellow members to vote to have the Real Estate office site become our new facility. This is how Forest Highlands CCR’s are set up, which means we cannot just decide to build something without the required vote from 66% of our membership. March 2, 2022 A Pickleball court (or three) can now claim to being the hottest sports amenity in high-end real estate developments today. A decade ago, golf was a key amenity driving residential sales, especially when it came to vacation homes, but, recently, buyers are more attracted to pickleball—a combination of tennis, ping-pong, and badminton. In fact, it’s been called America’s fastest-growing sport and in 2021 it saw a 39% increase in participation, according to the Sports & Fitness Industry Association’s 2021 Topline Participation Report.

NEW RULES APPROVED BY THE BOARD ON MARCH 28, EFFECTIVE APRIL 1 3.7..... Speed Limits The speed limits on the roads at Forest Highlands are as follows: • 10 MPH in the Clubhouse parking lots. • 15 MPH through the Gate House access area, in or around the Mail room, on all roads in the Cottage developments, in all posted “Children Playing” and “Pedestrian” zones. • 25 MPH on all main roads inside Forest Highlands. • 35 MPH on Forest Highlands Drive between the Gate House and Mail room. Passing any motor vehicle on any of these roads is prohibited. For your safety these speed limits will be monitored by radar, including radar cameras and strictly enforced. SPEED LIMITS ARE ENFORCED BY USE OF RADAR GUNS AND RADAR CAMERAS. VIOLATIONS ARE SUJECT TO FINES BASED ON THE SEVERITY OF A VIOLATION(S). Please refer to Rules Section 7.2 for fines and fee information.

TRAFFIC RULES ENFORCEMENT

Although the vast majority of traffic rules are followed while operating vehicles, there are the violations that jeopardize overall safety in Forest Highlands. Examples of a few violations, speeding and not stopping at stop signs cause most of the concern. To assist with facilitating for a safe community, the Board of Directors have approved the use of radar cameras. This type of traffic rules enforcement has been researched and considered the most effective and safest way for Forest Highlands employees to enforce traffic rules. The use of radar cameras will be a significant change for Forest Highlands, but it is believed the approach will enhance the safety of the community.

Based on requests from a few FH Members, the Security Department will provide a couple of options to have mail picked up and delivered to your home. The primary objective is to prevent the USPS closing a mailbox due to it being full, resulting in the mail taken and held at the Post Office.

Please help the Security Department update your electronic dwellingLIVE resident/guest profile. A few reasons records are inaccurate: • A new vehicle is purchased and someone moves a transponder from the sold vehicle to the purchased vehicle. It is important to update Security with the vehicle(s) change • Windshield replacement. It is important to let Security know the transponder was not taken off the replaced windshield because the transponder remains active and could be used for unauthorized access into Forest Highlands • Acquiring a vehicle and placing a new transponder on the vehicle; normally this means a vehicle has been sold. It is important to update Security so the sold vehicle can be removed from your personal dwellingLIVE profile. This type of action prevents unauthorized access to Forest Highlands

Thank you to the many members that have worked with Security on a community Guest/Visitor list cleanup project in the past. It is believed at a minimum an annual maintenance/review of guest lists creates reliable lists and minimizes unauthorized community entry. Security has begun a review of guest lists and in June if your list is found to be extensive, a copy of your list will be emailed with suggestions on how to reduce the list and manage going forward. A few quick tips when using your dwellingLIVE account: 1. Consider using the “PERMANENT” guest option for only family members and a few regular contractors such as a cleaning company and a handyman; 2. Contact Security to establish your own personal dwellingLIVE account so you can maintain your own list. The account can be arranged by emailing security@fhgc.com and asking to set up the account; please provide your member number when requesting the account.

The FCC is Phasing Out 7 digit dialing

Seven-digit dialing is being phased starting on October 24, 2021, and the transition to 10-digit dialing must be completed by July 15, 2022.

The gates have key pads for entry/ exit primarily by emergency 1st Responders. All Members/Guests/ Contractors are to use the main entry at the Security Gatehouse.

SAFETY - DANGER with ICE ON GOLF COURSE PONDS Please do not ice skate, walk on or play around golf course ponds. Recently there have been children playing on iced over ponds; parents and adults with children under your supervision; please do not allow the children to play around the golf course ponds. Many are not aware, there is a Forest Highlands HOA rule restricting activity involving the ponds. Below is part of the Forest Highlands rule about ponds in the winter: Rule 6.20 Fishing …The ponds are considered a restricted area during the winter and all activity is prohibited. Children and pets should not be allowed to play near or on the ponds especially the ice near the edges of the ponds. Winter temperatures in Northern Arizona are not cold enough for prolonged periods to create sufficient ice thickness to walk on. Any frozen areas of the ponds will not hold the weight of people or animal
